The city had once thrived on the open plains, full of merchants, craftsmen, and families. But its lord was too weak to stop the bandit armies crossing the border.
The defenses failed, the walls fell, and the invaders killed thousands before taking over the ruins.
Now the bandits lived in the few buildings still standing. They drank themselves into a stupor, surrounded by stolen gold and valuables, and had long forgotten the violence that brought them their riches.
A deep hum rolled across the sky—
Senjutsu chakra fell suddenly, flooding the city like a tidal wave. The pressure grew so heavy it felt like the sky might collapse.
Above Kannabi City, the chakra formed a giant hand that covered the clouds like a mountain.
The bandits barely had time to look up.
The colossal hand fell!
The impact broke the air and sent a roar across the whole western region. Walls, buildings, and ruined homes were crushed as if they were made of paper. The ground caved in, leaving a huge crater, and dust spread out, covering the horizon.
Every bandit in the city died beneath that single strike.
The men who had killed thousands and celebrated with their victims' belongings never even realized what happened. Their bodies vanished under the crushing force, and their souls rose from the crater moments later.
The Rinnegan seized them at once.
One after another, those souls were drawn into the Totsuka Blade suspended in the air.
The clone who caused it stood in the clouds, surrounded by Mount Myōboku's Senjutsu chakra. He looked down at the crater without emotion, then disappeared.

Dealing with lesser criminals took much less effort. A single Truth-Seeking Orb would fall on their compounds, wiping out both the criminals and their bases.
When criminals hid among civilians, Manji changed tactics. He found their leaders and main followers, then took them out without hurting anyone nearby. His control over chakra let him target individuals in crowded towns while leaving innocent people safe.
Yet as the purge spread, Manji uncovered more of the world's hidden structure.
What he found unsettled even him.
He thought that getting rid of the worst criminals and breaking up the biggest organizations would help people suffer less. But every layer he removed just revealed another one underneath.
The shinobi world had not merely been corrupted by a handful of cruel rulers.

The daimyō took advantage of the provincial lords. The provincial lords did the same to the samurai commanders below them. Those commanders backed criminal families, who then controlled villages, merchants, and local officials. Local governments had always chosen negotiation and amnesty. They gave criminal groups new names, new uniforms, and respectable jobs, then claimed the problem was fixed.
Manji rejected that compromise.
He didn't want criminals to just change their banners and keep their power. He meant to root them out completely and make sure they could never come back.
In one day, Manji killed more people than he had across the previous thousand years of his life.
