Nagi turned solemnly toward Nagato.
"Nagato, using violence to counter violence is one of the most effective methods available. Your idea of deterring the world with an ultimate Tailed Beast weapon was not foolish. In that regard, you did well.
"The First Hokage and Jiraiya believe in mutual understanding between people—but in this diseased world, that ideal is nearly impossible.
"Their peace is a bubble.

Nagato shook his head.
"Sir… tell me instead the flaws in my plan."
Nagi nodded.
"There is no such thing as a perfect plan.
"If your Tailed Beast weapon were real, it could indeed secure temporary peace. But once you die, greed and ambition will resurface. Nations would scramble to seize it—or failing that, destroy it.
"Why? Because it disrupts the balance of power. It threatens entrenched interests.
"Still, your method is practical. When the First Hokage was alive, no one dared ignite war. The moment he died, the First Great Ninja War erupted.
"Your deterrence and his strength share similarities.
"But before we continue, read these."
Nagi produced several books—adapted treatises such as The Crimson Revolution, The Road to Peace, and The Mass Line—and handed them to the trio.
"I hope you gain something from them."
Nagato, Yahiko, and Konan began reading.
Hours passed.
"'A single spark can start a prairie fire!'"
"'Follow the mass line!'"
"'Small nations encircling great nations—armed…'"
The room echoed with astonished murmurs.
After some time, though they had not finished, Yahiko was the first to recover from the storm of ideas. He tugged at Nagato and Konan, who were still immersed in revelation.
All three turned to Nagi , trembling.
"Sir… is this real? Is it truly possible? Could our world really take such a path? Is there truly another road to peace?"
"Could there really be a Shinobi World where nearly everyone stands equal?"
"Could even the Land of Rain achieve this?"
Nagi smiled faintly.
"To be honest—I don't know the answer. What do you think?"
Yahiko answered first.
"I understand now. The answer must be explored by us. If a method fails, we must examine the root of the problem."
"Oh? It seems those books have lit quite the fire in you."
"They have," Yahiko said, eyes blazing. "There's a fire burning in my heart. But I still have one question, sir."
He grew serious.
"If we follow the logic of these works… then the greatest obstacle on the road to peace would be the daimyō and the nobility, wouldn't it?"
Nagi shook his head.
"Not only them. Local power elites as well. And the thousand-year-old systems that sustain this Shinobi World.
"This diseased, twisted hell of a world requires transformation."
The Live Broadcast Erupts
[Ōnoki]: "N–Nagi … you intend to end the rule of the daimyō? That's treason!"
[Jiraiya]: "Nagi … this is reckless. Such upheaval would cost countless lives."
[Tsunade]: "I thought Nagato was extreme—but you? You're even more radical! Do you realize how much blood your 'revolution' would spill? This is war!"
Tsunade had assumed Nagi meant reforming Konoha's policies.
She had not expected him to challenge the very structure of the world.
[Daimyō of the Land of Wind]: "Insolence! After this broadcast ends, you'll answer for those words!"
[Daimyō of the Land of Earth]: "I hereby place a bounty on Nagi . Ōnoki—deploy Iwagakure and eliminate him!"
[Ōnoki]: "..."
[Fire Country Noble]: "You arrogant brat! Changing the rules of the Shinobi World? The daimyō will never allow it!"

The daimyō and nobles clamored in outrage.
The shinobi of the Five Great Villages frowned deeply.
Before they could speak—
Two unexpected voices emerged.
[Daimyō of the Land of Fire]: "Nagi … if it comes to that, how would you handle us?"
[Daimyō of the Land of Lightning]: "Yes. At least give us notice—are we to live or die?"
[Daimyō of the Land of Wind]: "What are you saying?! Have you no pride?"

[Daimyō of the Land of Earth]: "We stand together! Surely you don't think we'd betray you?"
The Fire Daimyō snorted.

"And now Hashirama Senju and Madara Uchiha have returned. They stand with Nagi . Do you really think you hold the upper hand?"
He was no fool.
If they pushed too far, the shinobi could defy them outright. In a world where strength reigns supreme, titles alone meant little.
Why else had his predecessors treated Hashirama with such deference?
[Daimyō of the Land of Earth]: "And you, Lightning Daimyō? You're usually the bold one. Why so timid now?"

The Raikage fell silent.
