Chapter 3 - Back in Annaba

As I woke up, it was already 6:50 am. Oh, 10 minutes left till I arrive, I remarked to myself. The passenger seat was comfortably designed similarly to Turkey's Eastern Express trains. But quite old, even though no one complained.

The train stopped, and I finally arrived in Tashkent, the capital of Annaba. I have so many tasks to do, I thought in my head.

Everyone started taking their luggage while heading to the exit. So many children playing around were disturbing the peace. I was enjoying it recently. 

As I was heading to the exit, I was greeted by the Regional Council, which oversees Anaba, with limited autonomy.

The council consisted of six people: the secretary of the region, the health secretary, the education secretary, the secretary of the treasury, the security director, and finally the spokesperson.

Well, six of them all different, first secretaries of the region: Iyad Arshad was short, together with his brown skin, coupled with distinguished knowledge, and ...temper.Then we have the health secretary, who looks Chinese and came from a poor family. Another fact about him is his curly hair, which is rare here. The Education Secretary is Eshal Heirs, which came from a well-known background, but rarely talks about it. Secretary of the Treasury is Madina Begum, short but with big brains.

Well, the one who really stood out was the security secretary, big Hawaiian man Tamaroa Hestler. What really made him stand out was his muscular body. Well, last but not least was the spokesperson, Abdullah Sheikh, the one which got ability to rephrase any sentence possible.

Assalamu alaikum, chief,- they said, smiling.

How was the trip?- Inquired of the health secretary.

Don't want to complain but can't praise it either,- I remarked.

He always says that he,- said Madina, which was quite true.

Haha, true, true,- I responded.

As we finally approached the two black coloured Toyota Camry cars, we split in two on the way to the presidential complex.

We didn't have any chauffeurs, so one of the secretaries usually drove the car.

After quite a long, bumpy road,d we finally arrived at a d modest white building which had a fountain decorated with small statues, which looked really symmetric.

The guards promptly opened the gates, smiling.

Tho cars drove inside, then parked nearby. I exited the car, heading towards the office to resume my work.

Yes,r don't rush, let's go to the cafe first to discuss,- Abdullah, the spokesperson,n advised me.

I will decline this proposal, besides will prefer discussing here with some shai(tea Farsars)- I rejected his offer.

As we entered the building, we went to the second floor by the stairs.

Everyone went into their respective rooms, additionally i went to mine as well.

Mine was a room a bit bigger than the secretary's; my room had three big windows which overlooked the garden with a fountain beneath it. At the centre was a big desk desk accompanying with the couches in case some guests show up.

I opened the drawer to take out the papers on enacting new laws of curtailing the powers of politicians, jointly with increasing the supervision.

The new law will be called the "Transparency in Annaba," which will ask politicians to report their gifts, their bank account history,ory as well as creating an anti-corruption unit within the police force under the Financial Unit Task Force.

The next law will be called "Free market birth", which will be a series of antitrust laws which would hinder the abilities of companies to first monopolise the market and then abuse it.

I called Abdullah so he could call others, so we could discuss the new laws jointly and ask about their opinion. But I could jump ahead with the enactment, but he team work in addition to trust would be ruined.

He picked, Yes, sir, Ismael, how should I assist you?- he requested my answer.

Could you call other secretaries, so we can discuss some of my plans? I commented on his request for my answer.

Yeah, of course, give me like 10 minutes,- Abdullah Sheikh told me, even though I knew it gonna take him all 30 minutes.

 I advise you to take 20 if you want, I recommend

That works for me, Sardor,- he said to me promptly.

Alright,- I said as I hung up.

Meanwhile, I read " War and Peace " by Tolstoy, which was a massive collection of massive books. I wondered how he wrote all of it if the author of this web novel still struggles to reach 10k words.

The door got knocked, and I realised I got too invested in the reading that I didn't even notice how 20 minutes of time flew. First came Tamaro, the muscular security director.

What is the agenda?,- he asked.

The enactment of a series of new laws against corruption, as well as monopoly.- I gave him my reply.

Tamaroa smiled adorably, like a kitten.

Oh, interesting,- Tamaroa gave his opinion.

But their opinion will be more interesting,- Ismail (me) stated.

Tamaroa laughed at my statement.

Shortly afterwards,s everyonI i called came. Most of them sat on couches nearby. I brought them green tea, for which they thanked me sincerely.

So the agenda for today is the enactment of new laws against corruption jointly with the monopoly, - stated. We're going to increase the supervision of politicians' bank accounts, as well as create a new anti-corruption unit which will be given a variety of freedoms to do their job,- I went on.

Well, for the monopoly,y we increase subsidies for SME(small, medium enterprises ), then we place regulations on boycotts, mergerand as acquisitions.

Well, the head of mafia Bugra Ulya will definitely threaten you, because he is quite close with business owners that monopolised the sugar trade- Tam commented, sipping black tea.

So we enact laws after we take him out-- I told him.

Too hard, he teamed up with FLN together with narco cartels,- the mafia is on protection.

The immediate problem is FLN, then organised crime, only then monopoly with your corruption,- he said.

But thanti-corruptionon, jointly with antitrust laws, will dry up their pockets, together with cooperation with some politicians, went with her counterargument, Madina Begum.

It will work, but it's risky, or we have to do it at the same time, which might trigger a massive conflict, but will allow us to solve all of the problems at once,- he remarked.

Big gamble isn't always big rewards,- Iyad, the vice president, frowningly joined the discussion.

We can ask the federal government to pressure FLN to stop collaborating with the mafia,- proposed the spokesperson Abdullah, smiling.

They always ignore it since some elements of Ahmed Mohamed's surroundings have links to the narco trade. I stated the fact while all of them sighed simultaneously.

Ok, why don't we just solve the issue through a referendum,- proposed Eshal.

Referendum takes too much time,- said Iyad.

I meant among us only,- told him Eshal. Who for proceeding with the operation, raise your hand,- she said.

Four people raised: Me, Hamza Anas, Tamaroa, and Abdullah. The rest abstained.

Ok, so we can proceed said Abdullah,- I will prepare a speech for you, Ismail, together with other speeches for reporters,- he finished his words. Thus, de facto ending the session
