The reason for this was obviously quite simple.
After all, the principle behind information flow for Sound Transmission Talismans and Sound Transmission Orders was one-way, two-way, or multi-way direct communication.
There were no transfers in between, no man-made central hub, and the transmission of information was instantaneous, making it extremely difficult to intercept or spy on.
But this kind of comprehensive information system, with its transfers and central hub, meant that any piece of information within it was stored. Naturally, that also meant it could be looked up and spied upon by others.
And the likelihood of that was very, very high.
Every transfer point, every storage hub, posed a risk.
Given the vigilance of Cultivators, this point alone basically doomed it. Unless it was a mandatory internal connection enforced by the major powers, it would be almost impossible for it to gain acceptance.
