Given his personality, that was impossible.

When the time came, the elites of the Uchiha Police Force would move out together to control Shisui, and then an Elite Jonin, or perhaps Fugaku, would transplant Shisui's Mangekyo.
They would manipulate the Third Hokage to achieve the Uchiha revolution.
