Chapter 51: The Ransom of the Gods

The morning mist over Uzushiogakure was thick and clung to the jagged, black rocks of the coast. Far offshore, the remnants of three Great Nations' pride sat anchored in a tense, silent semi-circle. The heavy, monolithic ships of the Hidden Stone, the lightning-etched ironclads of the Hidden Cloud, and the few surviving, mist-shrouded vessels of the Hidden Mist.

They were not here as an invasion force. They were here as supplicants, sent to retrieve the living weapons they had so carelessly lost.

The Gates: The Toll of the Vortex

At the main gates—now a gleaming marvel of Franky's "Battle-Steel" and ancient Uzumaki reinforcement seals—three diplomatic envoys waited. Each was led by a high-ranking official: a Stone Elder, a Cloud General, and a high-ranking Mist Negotiator. They were flanked by elite bodyguards who stood unnaturally stiff.

"They've made us wait at the gate like common merchants," the Cloud General hissed, his hand twitching near his blade.

"Look at the wall, General," the Stone Elder whispered, his voice trembling.

High above, Usopp sat on the battlements, adjusting the sights on a massive, five-barreled slingshot that glowed with a strange, green energy. Beside him, Brook was tuning his violin, the rhythmic clack of his skeletal fingers echoing in the silence.

"Ah! Guests!" Brook called down with a haunting cheer. "The Captain is still finishing his nineteenth plate of meat—a very large Sea King, you see. But the Board is ready for you. Please, leave your weapons and your arrogance at the gate. My heart would skip a beat if you didn't, but alas, I have no heart! Yo-ho-ho-ho!"

The High Council of the Vortex

The negotiations weren't held in a dark room, but in the open-air plaza of the Research Tower, overlooking the very harbor where the Three-Tails remained pinned to the seabed.

The "Board" of Uzushiogakure sat on one side of a massive stone table. In the center was Ashina Uzumaki, the Clan Previous Patriarch, his white hair flowing like a mane of silk. To his left sat Current Patriarch Rimon and Nawaki. To his right sat Nami, who had a mountain of ledgers, three golden calculators, and a smile that made the diplomats' blood run cold.

"Let's be clear," Ashina began, his voice like grinding stone. "You came to my home to slaughter my children and steal our secrets. By the laws of the Shinobi world, your lives are forfeit. The only reason you are breathing our air is because our New Patriarch, Rimon, believes in 'efficiency' over execution."

The Mist negotiator slammed a scroll on the table. "We demand the immediate release of the Sanbi and the Three Swordsmen! This seizure is a violation of maritime—"

"Stop," Nami interrupted, tapping a golden pen against her cheek. "I don't care about your 'maritime laws.' I care about the 3.2 billion ryo you owe us for property damage."

The Terms: Blood, Gold, and Iron

Nami slid three separate scrolls across the table, each color-coded for the respective nation.

"Here are the tiers," Nami said, her eyes turning into literal ryo symbols. "We aren't ransoming your 'weaker' shinobi. Honestly, they're more useful to us as labor. They're currently helping Franky rebuild our seawalls. If you want them back, you'll have to wait until the construction is finished. But for the Jinchuriki... the price is different."

Rimon leaned forward, his gaze cutting through the diplomats. "You will pay the following, or the Five-Tails and Two-Tails become the permanent guardians of the Whirlpool:

* The Stone (Iwa): 500 million ryo, plus a twenty-year exclusive mining lease on the 'Glow-Stone' quarries. You will also sign a non-aggression pact that lasts until the end of the Second Great War.

* The Cloud (Kumo): 450 million ryo and the secret blueprints for the 'Lightning-Chakra Conductors' your village uses. We know you have them. Don't lie.

* The Mist (Kiri): Since you have no money left after losing your fleet, you will cede the 'Tide-Path' trade routes to Uzushiogakure. We now tax the Eastern Sea."

"This is madness!" the Cloud General roared. "You are stripping us of our war funds! We are in the middle of a war with the Leaf an Rain!"

"Then I guess you'll lose that war," Nawaki said calmly. He tapped the stone table, and a thick, gnarled wood root erupted from the floor, wrapping around the General's chair. "My grandfather's power has returned to this island. Do you think your Raikage wants to fight a Wood-Style user and a Pirate King at the same time?"

The Captain's Entrance

The heavy doors of the tower swung open. Luffy walked in, picking his teeth with a massive bone, followed by Zoro, Sanji and Robin, who was adjusting his tie.

Luffy walked right up to the Stone Elder, sniffing the air. "Hey, old man. You smell like dust. Are you the one who sent the 'Steamy-Guy' to blow up my friends' house?"

The Stone Elder flinched, the sheer pressure of Luffy's presence—unconscious but overwhelming—making his knees buckle.

"Luffy, we're doing math," Nami scolded.

"Math is boring," Luffy groaned, then looked at the diplomats with a sudden, chilling seriousness. "Hey. If you guys come back and make the red-hair grandpas cry again... I'm gonna go to your villages and eat all your food. And then I'll kick your houses down."

He turned back to Rimon. "Rimon! Can we have the party now? I'm still hungry!"

The Treaty of the Vortex

The diplomats looked at the rubber boy who threatened Great Nations for food, the Navigator who was bankrupting them, and the Uzumaki Elders who sat with the cold patience of the sea.

They realized then that the "Great Ninja War" had a new, silent participant. One that didn't care about their borders, but held their gods in cages.

"We... we will sign," the Mist negotiator whispered, his spirit shattered.

"Good," Ashina said, standing up. "Nami-san, collect the down payments. Rimon, prepare the transfer seals. The Second Great War is about to get much more expensive for the rest of the world."

As the sun set, the treaties were sealed in blood and ink. The Jinchuriki would be returned, but the coffers of the Stone, Cloud, and Mist were empty. They would be forced to double their efforts in the war against the Leaf and Sand just to survive the debt.

The Vortex was no longer a target. It was the bank.
