Chapter 60: The Sovereign's Hall – Will of Fire vs. Spirit of the Sea

The walk from the harbor to the central administration hall was a calculated display of Uzushiogakure's rebirth. Ensho Nara walked in silence, his eyes twitching as he took in the sights. This wasn't the broken, soot-covered ruin his reports had described. He saw groups of refugees—scared, yes, but being fed and housed. He saw the "Iron Guard" moving with a discipline that rivaled Konoha's elite, their armor humming with a low-frequency chakra he couldn't identify.

But most of all, he saw the Straw Hat Pirates.

Luffy was currently balanced on a high scaffolding pole, waving at the "ponytail man" with a wide, carefree grin. Zoro leaned against a stone pillar near the hall's entrance, his presence alone making the Konoha ANBU grip their sword hilts until their knuckles turned white.

"It's a bit... colorful for a hidden village, isn't it?" Ensho muttered as they reached the grand double doors of the hall.

"It's a village that has stopped hiding, Ensho," Rimon replied, pushing the doors open.

The Round Table of the Whirlpool

The interior of the hall was vast. Rimon had bypassed the traditional "Kage Desk" layout. Instead, a massive circular table of dark wood sat in the center.

The Uzushio Side: Rimon took his seat at the head, flanked by Elder Genji (representing the old guard) and Elder Kenshin.

The Guests: Luffy sat to Rimon's right, picking his nose and looking bored, while Nami and Robin sat nearby to handle the "finer details" of the village's new economy and history.

The Heart: Nawaki sat between the two sides, looking strangely conflicted.

Ensho Nara sat down, his ANBU guards fanning out behind him. The Senju medic, a woman named Koharu, stood next to him, her eyes fixed on Nawaki with a mixture of relief and professional scrutiny.

"Let's skip the pleasantries," Ensho said, placing a scroll on the table. "Konoha is relieved you survived. Truly. But the village is worried. You've gathered the Senju heir, and a crew of... whatever they are. Lord Hiruzen is requesting that Nawaki return to the Leaf immediately for his own safety. The war in the Rain is escalating."

The Naive Will

Nawaki looked up, his eyes shining with that familiar, stubborn loyalty. "Ensho-jisan, I love Konoha. It's my home. Grandpa Hashirama built it with the 'Will of Fire.' I want to protect it! I heard the front lines are in trouble... maybe I should go and help?"

The Senju medic nodded eagerly. "Nawaki-sama, your Wood Style is the treasure of the Leaf. With you there, our spirits would soar. Lord Hiruzen misses you dearly."

Rimon watched his cousin. He could see the struggle. Nawaki was a Senju to his core—naive, loyal, and burning with a desire to be a hero. He didn't see the politics. He didn't see that Hiruzen wanted a symbol, and Danzo wanted a weapon.

"Nawaki," Rimon said, his voice calm but heavy with the weight of his Intermediate Armament aura. "You want to protect the Will of Fire? Tell me, where was that Will when the Mist was burning our houses? Where was that Will when you were dying of chakra-decay in a trench?"

Nawaki flinched, his boisterous energy dimming. "The... the reinforcements were delayed, Rimon. Hiruzen-jiji said—"

"Hiruzen-jiji said what he needed to say to keep his conscience clean," Rimon interrupted.

The Pirate's Logic

Luffy suddenly slammed his hand on the table, startling everyone. "Hey! Old man with the ponytail!"

Ensho blinked. "Me?"

"If Nawaki goes back now, he's just going to get sick again," Luffy said, his face unusually serious. "He's still a weakling. He can't even land a hit on me! If he goes to a war, he'll just be a target. Are you guys so weak you need a kid to save you?"

Ensho sighed. "It's not about weakness, Captain Luffy. It's about stability. Nawaki is the grandson of the God of Shinobi."

"Then he should stay here and become the God of the Whirlpool first," Rimon added. "He's only just stabilized his Wood Style using the Verdant Crown. If he goes to the Rain, the damp chakra and the stress will break the seal. He stays here for the remaining four days of the 'Resonance.' After that... we shall see."

The Hidden Hand

Ensho Nara leaned back, his mind racing. He saw the loyalty in Nawaki, but he also saw the iron grip Rimon had on the boy's development. More importantly, he saw that the Straw Hats weren't just guests—they were the teachers.

"And the refugees?" Ensho asked, shifting gears. "Our scouts report that dozens of families from the Land of Rain and Fire have been 'disappearing' and heading toward this coast. Konoha cannot allow a mass exodus of labor and talent to a village that refuses to sign the mutual defense pact."

"Refuses?" Elder Genji spoke up, his voice raspy. "We are the ones who were refused aid when we called! The pact died with the first Uzumaki child that fell to a Mist blade."

Rimon leaned forward, his hands clasped. "The refugees came here because they wanted a sky without rain and a life without masters. If Konoha wants them back, come and ask them. But I suspect they'd rather stay where the walls are made of Battle-Steel and the doctor is a talking reindeer."

The Stalemate

Ensho Nara realized he couldn't win this with words. Nawaki was too loyal to leave Rimon, but too naive to realize he was being used as a shield against Konoha's influence.

"I will stay for the four days," Ensho decided. "As an observer. I will send word to the Hokage that Nawaki-sama is... recovering. But Rimon-dono, the world is getting smaller. You can't keep these doors closed forever."

"The doors aren't closed, Ensho," Rimon said, standing up. The meeting was over. "They're just guarded. And as long as my 'crew' is here, I suggest you enjoy the hospitality. I hear Sanji is making something the Leaf hasn't tasted in a hundred years."

As the party broke, Nawaki walked over to Ensho, whispering about how "cool" Luffy's powers were, still trying to bridge the gap between his home and his new path. Rimon watched them, knowing that the next four days would be a race to solidify Nawaki's heart before the Leaf tried to snatch him back. Rimon know Senju and also Nawaki will go back to Konoha. But before they go Rimon want to plant the seed of doubts on them about Konoha higher ups.

"System," Rimon thought as he watched the Nara leave. "Monitor the Leaf ships. If a single ANBU moves toward the nursery where Nagato and the others are... Inform Luffy."

> [System Acknowledged: Surveillance Active. Sovereignty Level Rising.]

The Fourth Day was only beginning, and the "Will of Fire" had just met the "Will of the Sovereign."

The tension is at a boiling point. Ensho is observing, Nawaki is conflicted, and Rimon is playing a dangerous game of shadows.
