"The protection of the Straw Hats is our shield," Rimon muttered, his eyes glowing with the blue hue of the System interface. "But the strength of the Sovereign must be forged by our own hands."

He opened the Sovereign Shop. His hoard of 182,000 SP was a fortune, but it wasn't a magic wand. He realized now that the System was a catalyst, not a creator. It provided the blueprints, but the people would have to provide the blood.

The next week was a blur of exhausting labor. The "Academic Foundation" wasn't a building; it was a mountain of knowledge that needed a home. Rimon didn't use his powers to lift the stones—he joined the line.

Dako and Tesser led the construction crews. The former Stone shinobi, Kajuro, used his Earth-style jutsu not to kill, but to soften the rock for the refugees to pick. Men who had been enemies days ago were now sharing the weight of massive obsidian-slate blocks. Their muscles ached, and their hands bled, but every time they looked up and saw the Straw Hat-Uzumaki Flag snapping in the wind, they pulled harder.

The Caverns:

Deep beneath the island, Kana was leading the agricultural teams. They weren't just planting; they were carving out irrigation channels by hand into the cold stone. Ise and Fuso spent their nights hunched over the new Sun-Seal specs, trying to understand the complex geometry required to keep the crops alive.

"It's not working yet," Kana wiped sweat and dirt from her brow, looking at a failed sprout. "But we'll keep digging. We have to."

The "Nara" Perspective

Ensho Nara watched the chaos of construction from the balcony of the Research Tower. He saw Uzumaki Elders carrying lumber. He saw Root agents, still silent, methodically stacking stones for the new Academy's foundation.

"They're not just rebuilding a village, Nawaki," Ensho whispered to the young Senju beside him. "They're building a machine. Look at them—there's no hierarchy of blood here. The man holding the chisel is a refugee; the man swinging the hammer is an Uzumaki. Rimon has done the impossible. He's made them forget what they were, and made them focus on what they could be."

Nawaki gripped the railing, his eyes bright. "I want to help, Ensho-sama. I don't want to just watch."

"We help by remembering," Ensho said, his voice turning grave. "Because tomorrow, we return to the Forest. And we have to tell the Hokage that the world we knew is already gone."

The Sovereignty Pulse

By the end of the eighth day, the first floor of the Sovereign Academy was nothing more than a skeletal frame of soul-iron and stone. The Sentinel Towers were just piles of raw material waiting for the masons.

Rimon walked through the camp at midnight. He saw Young Mito (8) asleep over a pile of medical scrolls. He saw Kushina (13) and Emi (12) practicing the "Molecular Vibration" seals on scraps of wood until their fingers cramped.

He looked at the toddlers:

* Nagato (1.7y): Sleeping soundly, his tiny hand clutching a scrap of red Uzumaki cloth.

* Yahiko (2.2y) & Konan (1.8y): Tucked into a shared bed in the refugee tents, their parents (Hyuga and Shiori) nearby, planning the next day's labor by candlelight.

There were no shortcuts. The System gave Rimon the spark, but the people were the fuel.
