Rimon stood on the newly reinforced pier, his arms crossed. Beside him stood Saki, his Head of Finance, and Ren, the Chief of Security. The harbor was no longer a mess of ruins. As the galleon docked, a portly man in fine silk robes stepped onto the wood. He looked around, expecting to see a war-torn village of desperate ninjas. Instead, he saw a clean, organized port where laborers—refugees and Uzumakis alike—moved with purpose.
"I am Maru, representing the Western Trade Guild," the man said, bowing slightly. "We heard that Uzushio is offering... unconventional terms. No Daimyo taxes. No shinobi protection rackets. Just trade."
Saki stepped forward, her eyes sharp. "That is correct. But we don't trade in standard ryo. Our economy is backed by the Vortex Engine. You want our medicinal herbs and refined soul-iron? You buy into the Sovereign Credit system."
The Economic Gamble
Maru looked at the massive stone screens nearby, where Kohari's broadcast was showing the day's production rates of the Hydroponic Caverns. He had never seen such transparency. In the Great Nations, everything was a secret. Here, the wealth of the nation was on display.
"The Hidden Stone is demanding 40% of our profits just to pass through their territory," Maru whispered. "If your port is truly free, the Trade Guilds will move their entire Eastern route here."
"That's the plan," Rimon said, his voice cold. "But keep in mind, Maru: the Land of Fire and the Land of Water claim these seas. If you dock here, you are declaring yourself a partner of a Sovereign State. Are you ready for the Kages to look at your ledgers?"
Maru looked at the Straw Hat-Uzumaki Flag snapping in the wind. "The Kages take our sons for their wars. They take our gold for their walls. If Uzushio offers us a floor that doesn't collapse, we will take the risk."
The War's Shadow
As the trade deal was being signed, the System updated in Rimon's periphery:

"They're fighting over the past," Rimon said to Ashina, who joined him at the docks. "They want more land, more wood, more ryo. They don't realize that we've already moved the goalposts."
"Be careful, Rimon," Ashina warned, looking at the Western galleon. "When the Kages realize their merchants are coming to us instead of paying their war taxes, they won't send diplomats. They'll send assassins."
The First "Infection"
That night, as the Western merchants stayed in the newly built Refugee-Guest House, they were given a small gift: a miniature "Projection Seal." When activated, it showed a 10-minute loop of the Uzushio Academy—children of different nations playing together, the library of infinite scrolls, and the medical center where "untraceable" poisons were being cured.
"Take these back to the West," Rimon had commanded them. "Don't sell them. Give them to the mothers whose sons are at the front. Give them to the doctors who are out of medicine. Tell them there is a place where the war has already ended."
Rimon stood on the roof of the Research Tower, watching the merchant ship prepare for its return journey. The Second Ninja War would last another five to seven years, according to his knowledge of the timeline. That was five to seven years for him to turn Uzushio into an industrial titan while the others burned themselves to ash.
