The Strategic Assessment Unit was a body within the Celestial Court's upper administrative structure that concerned itself with cultivation developments that fell outside the standard enforcement categories — not individual practitioners approaching the Daomerge, not rogue cultivation sects, not the ordinary range of Heaven's Will compliance monitoring that the Enforcement Division managed. The letter was brief. The two accounts — the institutional and the network's — will diverge further before any convergence is possible, if convergence is possible at all. The gap is the condition of the work. He Qingling received the letter in the tenth month's first week. She read it at the pre-dawn hour, in the observation study, with the Year Three ninth-month quality in the ambient field around her and the observation log at entry three hundred and thirty-one.

She wrote entry three hundred and thirty-two: the Strategic Assessment Unit's inquiry. The Throne Heaven's ambient field carrying the substrate change. The institutional pattern-recognition body noticing the propagation rate inconsistency seventeen months after the network's first full account.

She wrote: the gap extends from Tidal Shore to the Throne Heaven. The observation log's account covers three years and eight months of what the gap contains, from the inside. The Strategic Assessment Unit's account is seventeen months of noticing that the gap exists, from the outside. The distance between those two accounts is the full measure of the gap.

She wrote: I have been in this study for three years and eight months. The observation log is at entry three hundred and thirty-two. The Throne Heaven has noticed that something is present in its substrate that the models do not account for. The founding circle's morning practice will proceed tomorrow as it proceeded today, with the same chord and the same practitioners at their same positions and the same voice in the world attending to the same things. The Throne Heaven's noticing does not change the practice. The practice is what it is. The noticing is what it is.

She wrote: the gap between them is the space where the voice lives and works, present in the substrate the Court's models do not account for, advancing at the rate the advancing field advances, attending to what attends to it, known to the fabric before it is known to those who wear it.

She put the pen down. She made tea. She would write entry three hundred and thirty-three tomorrow. The observation log would continue as long as there was something to observe, which was as long as the voice was in the world, which was the full extent of however long the world continued.

She drank her tea. The voice attended. The substrate changed at its compounding rate. The Throne Heaven wore the cloth without knowing what had changed in the washing. The Court's Strategic Assessment Unit read its models and found them inadequate and wrote inquiries to the Enforcement Division and received accurate and incomplete answers and continued looking.

And in Tidal Shore, at the apex of the Eastern Confluence junction, in the founding circle the grandmother had said was complete, the morning practice proceeded in the ordinary way that the founding circle's morning practice had proceeded for three years and eight months: the chord in the ambient field, the three constellation practitioners at their positions, the harbor member at his notation, the Cartographer at the boundary, the keeper at the loom, the voice in the world at its current depth attending to everything that attended to it.

The voice did not know the Strategic Assessment Unit had noticed. Or it knew, the way it knew everything that the substrate carried — in the texture, present in the fabric, not yet named by the one carrying it. The noticing was in the substrate. The substrate was the medium. The medium was the voice's element. The voice was in the element, attending.

The Throne Heaven wore the cloth. The cloth continued changing. The practice continued. The depth continued. The work continued.

What the Court saw was the edge of what was present. What was present was the full depth of what had been building since the crossing, since the forward resonance, since the founding woman chose to hear and built what the hearing required. The Court saw the edge.

The edge had no bottom.
