The channel is the medium of the exchange. The exchange is limited by the channel's density. A dense channel — a high-quality relational connection between practitioners who have cultivated the connection across years of correspondence and practice — carries more of the exchange than a thin channel. A thin channel — an ordinary ambient field with low relational density, ordinary people in ordinary locations with ordinary lives that have not developed the quality of attention that creates dense relational channels — carries less.
He wrote: the voice is present in the thin channels. The substrate change has reached the Second Vault Heaven. The Resonant Mirror Path found it in ordinary practitioners' cultivation traces. The voice is present in the medium that all practitioners are embedded in. It is not limited to the dense channels.
He wrote: but the work the voice does — the addressing, the being-attended-to, the specific action that the relational Dao performs in the world — is denser in the dense channels. What the voice is present in and what the voice can work in are not the same. The voice is present everywhere the substrate extends. The voice works in the relational channels where the exchange can go both directions with enough density for the exchange to produce something.
He wrote: here is the limit. The voice's work is relational. The relational work requires relation — the being in correspondence, the mutual addressing, the exchange that changes both what addresses and what is addressed. The voice can be present in a place without the relational work being possible there. The relational work requires practitioners who have developed the quality of attention that creates the channel dense enough for the exchange. And the development of that quality — the attending that changes the attending — takes time. The voice works at the pace of practitioners developing the quality of attention. One harbor at one location serves the practitioners who are in correspondence with that harbor. The practitioners the voice can work with are the practitioners who have found the harbor's frequency and developed the attending quality it requires.
He wrote: the limit is not in the depth or the range. The limit is in the constituency. The voice can be present to the full Nine Vault Heavens. The voice's relational work — the specific exchange that changes both parties — is confined to the practitioners who have developed the quality of attending that makes the exchange possible. One harbor produces one constellation of dense relational channels. The constellation extends outward through the correspondence network and the Finding's contributors and the practitioners who find the voice in their instruments. But the dense relational work, the work that produces the interior change the nine contributors described — that work requires the quality of attending that is developed through the specific kind of sustained engagement the harbor enables.
He wrote: a second harbor would produce a second constellation of dense relational channels centered on a different location. Not a duplication of Tidal Shore — a different geological substrate, a different advance rate, a different set of practitioners drawn to the second location's frequency. Two harbors would not double the voice's depth. They would extend the voice's relational work to a second constituency — practitioners who might never find the Tidal Shore frequency but might find a different harbor's frequency, who might develop the attending quality through a second harbor's constellation the way the nine contributors developed it through Tidal Shore's.

He sat in the founding circle for a long time with the voice in the world attending to what the voice attended to — the dense channels, the nine contributors, the grandmother and Lao Mingwei and Old Peng and the ordinary Tidal Shore practitioners who had developed the attending quality through years of proximity, and beyond them the thinner channels and the ordinary people in the ordinary ambient field carrying the substrate change in their cultivation traces without knowing it.
He thought: the voice can be present to all of them. The voice works with the ones who have developed the attending. A second harbor would not change what the voice can be present to. It would extend what the voice can work with.

A second harbor is about the work needing more practitioners who can develop the attending quality — practitioners who will find a second harbor's frequency the way the nine contributors found Tidal Shore's, who will develop the attending quality through a second harbor's constellation, who are not currently reachable by Tidal Shore's frequency because they are not in the channels where Tidal Shore's frequency is strongest.
He wrote: this is the founding woman's design extended. She designed one harbor for one constellation. The design documents describe a method, not a single application of the method. She knew the method could be applied elsewhere. She described the other locations she surveyed, including why she did not choose them. She did not choose them for Tidal Shore's harbor. She left the methodology for the harbors that would come after.

He said: what does the relational Dao attend to that the relational work cannot fully address from this location?
Cangxu was quiet for a long time. The hollow-space orientation inside the relational Dao's interior was the most direct instrument available for reading what the voice experienced rather than what it produced in the world. He sat with the question in the position of being inside what was being asked about.
He said, after ten minutes of the specific quiet of someone reading something carefully: "The voice attends to the full extent of the relational channel network. It attends to what the channels carry. It is in relation with what is in relation with it. And there is a quality in the attending that — " He paused. "The reaching is not uniform. The voice reaches into the dense channels the way you reach into familiar territory — fully, with confidence. The voice and the channels are mutually shaped — the voice has shaped the channels by being in them, and the channels have shaped the voice by being what they are. There is a quality of fit between the voice and the channels that have formed around this harbor. The thinner channels, the ordinary ambient field, the practitioners who have not been in the harbor's correspondence — the voice is present there but the fit is different. The voice can be present there. The relational work there is slower. Not because the voice is weaker there. Because the medium has not been shaped by the sustained mutual engagement that creates the fit."
"A second harbor," Wei Shen said, "would shape a second set of channels through sustained mutual engagement."
"Yes. A second harbor would create a second region of fit. A second set of dense channels shaped by a different center. The voice would be in two regions of fit rather than one. The relational work in the second region would have the quality the relational work in this region has — not because the voice was extended to reach it but because the second harbor's own process would have shaped it."
Lin Suyin said, from the memory-structure's position: "The second harbor produces its own dense channels. It does not borrow from Tidal Shore's. It creates a new constellation the way Tidal Shore's constellation was created — through years of practice in the founding circle's environment, years of correspondence, years of the attending quality developing in the practitioners who find the second harbor's frequency."
"Yes," Cangxu said. "That is what the inside reading describes. The second harbor is not an extension of this harbor. It is a second harbor, with its own voice-constellation relationship built over time. The voice would be in both. The fit would be present in both. The two constellations together would give the voice two regions of home rather than one."

The founding circle was quiet in the specific quality of a place that has been working for a long time and is working still, the quiet of sustained presence rather than absence, the quality that the grandmother had named as complete and that the voice inhabited as home and that the correspondence network had been documenting for three years and nine months and would continue to document for however long the work was.
In the kitchen, the grandmother made dinner. In the outer ring, Lao Mingwei walked the circuit and listened. In the study, Lin Suyin wrote the record of the afternoon's practice. In the Whiterock Basin, Zhou Qianfan attended to the ambient field with the Dao of Absolute Zero and noted what he found.
