Arthur Netora Re Von Bleu was actually a decent fighter despite his size, but head-on combat wasn't exactly his forte. He also didn't seem very into the fight, and that was because of the immense mental damage that had been dealt to him before this battle.
He was extremely weak and easy to pick on by Richard.
Of course, not many people knew the exact details of the situation, so they simply assumed he was a genuine Noble Representative in top form, and Richard ended up beating him in seconds.
