Dracula already had Blood Manipulation but Carter felt like it could get even better.
'Not a lot of blood related abilities in the Terror Skinline... The only thing that was mildly useful and in the same thematic as Dracula is Terror Parasite.'
Terror Parasite was a Medium Elite Terror. A surprisingly weak Elite Terror with a blood relating ability.
