The city fell into fear.

Turned into chaos.

News spread everywhere.

People weren't just scared anymore—

They were panicking.

On TV—

"Dragon-related incidents have increased overnight…"

Footage showed burning streets.

Crowds running.

Police overwhelmed.

"They're killing people for no clear reason—"

"They're enjoying it…"

Zara looked away from the screen.

"…This is getting worse…"

Leo sat quietly.

"…This isn't normal crime anymore."

Axel smirked faintly.

"It was never crime. This is control."

Kai stood still.

Watching.

Listening.

Silent.

The screen changed.

A government official appeared.

Calm.

Confident.

"We understand the public's concern."

A pause.

"And we assure you…"

"…the situation is under control."

Axel scoffed.

"Lies."

The official continued.

"Our forces are actively working to eliminate this threat."

Zara frowned.

"…Then why are the attacks increasing?"

Crowds gathered outside government buildings.

Angry.

Demanding answers.

"DO SOMETHING!"

"PROTECT US!"

"We'RE NOT SAFE!"

The pressure was rising.

But inside—

Behind closed doors—

The truth was very different.

A dark room.

Silent.

Several figures sat around a table.

Government officials.

Watching screens.

Watching chaos.

One of them spoke.

"…Dragon has escalated faster than expected."

Another replied.

"Let them."

Silence.

"…What?"

"They're serving their purpose."

The room went still.

A third voice added coldly.

"We needed a reason."

"A reason to activate it."

A screen lit up.

A classified file.

Inside—

Data.

Experiments.

Power research.

Zara's name.

Kai's name.

And many others.

"…The public panic is necessary," one official said.

"It justifies what comes next."

Another leaned forward.

"And the girl?"

"Let Dragon handle her."

A pause.

"…And the boy?"

Silence.

Then—

A quiet answer.

"…He's the real problem."

Back at Leo's house—

Kai stood by the window again.

The city looked different now.

Broken.

Afraid.

Zara walked up beside him.

"…The government said they'll handle it."

Kai didn't react.

"…They won't."

She looked at him.

"…How do you know?"

Kai's eyes darkened.

Because somewhere deep inside—

He could feel it.

"…Because they're hiding something."

Far away—

The Dragon leader stood in the shadows.

Watching the chaos unfold.

A faint smile on his face.
