The discrepancy was in the party identification section of the draft development agreement.

Meng Suyin had described it with characteristic precision: in the agreement, the primary landholding entity on the eastern bank of the river access zone was identified by a registered name that had been in use for eighteen months. But the actual transfer of the eastern bank parcels to that entity, based on what we had documented through the land registry inquiry, had only occurred fourteen months ago. There was a four-month gap between the entity being named as the party in the agreement and the entity actually having legal standing to be that party.
