The Naval Doctrine
The naval programme required a different kind of thinking.
Not the engineering thinking that Mara brought to the aircraft — that was precision work, specification work, the translation of Black Technology blueprints into buildable objects. Naval architecture at the scale he was commissioning was a doctrine question: what was the fleet for, and what did it need to be capable of to be for that?
He spent a day with Commander Danoth working through the naval doctrine before a single specification was written.
The answer to what was the fleet for was: strategic deterrence, deep-water operational independence, and the protection of global sea lanes that were, whether the world currently acknowledged it or not, going to matter considerably more once the Apex energy transition began displacing the petroleum infrastructure that had shaped the last century of geopolitical arrangement. The transition was coming — the micro-void engine made it inevitable — and transitions of that magnitude produced instability, and instability produced actors who found chaos useful.
He was not building a navy to wage war. He was building a navy to make war against his interests an unattractive calculation.
The twenty nuclear submarines were the spine of it.
Not nuclear in the sense of nuclear-armed — he was not building nuclear weapons and would not — but nuclear-powered, with the power plant integrated with the micro-void engine's void-pressure differential to produce a submarine with unlimited range, unlimited depth capacity, and a propulsion system that produced no cavitation noise whatsoever. A submarine that existing sonar technology could not detect because it used no mechanism that sonar was designed to find.
The hull specification: the same diamond-composite survivability as the surface infrastructure, adapted for deep-water pressure tolerance. The operational depth specification, drawn from a Black Technology catalogue entry for submarine architecture from the year 2380, was: any depth the ocean contained. The ocean's deepest point was approximately eleven kilometres. The specification gave the submarines an operational ceiling — or floor, depending on your orientation — of twenty kilometres. There was no water that deep on Earth. The specification was not about Earth.
Mara had looked at that entry for a long time when she first saw it.
'Twenty kilometres,' she had said.
'Yes,' he had said.
'There is no water that deep on Earth.'
'On Earth,' he said.
She had looked at him with the recalibrating expression. Then she had made a note: check Tier 3 catalogue for oceanic conditions in other realms.
He had appreciated this.
The twenty submarines, fully specified: twenty quadrillion dollars.

The one hundred battleships were the surface expression of the same doctrine: presence, capability, and a structural argument against anyone who might be calculating the cost-benefit of aggression toward his interests.
He did not use the word battleship in the technical specification. The correct designation for what he was commissioning was closer to: sovereign surface vessel, multi-role, independently sustainable. Each vessel was the size of a large modern aircraft carrier, built on the diamond-composite and titanium structural specification, powered by multiple micro-void engines that gave it a top speed of one hundred and ten knots — more than twice the fastest current surface warship — with zero acoustic signature and no heat exhaust. The vessel's defensive systems were drawn from a Year 2400 catalogue entry that Mara described, with professional admiration, as the most comprehensively paranoid defensive architecture she had ever reviewed.
Each vessel carried twenty of the micro-void helicopters in its flight deck configuration. Each vessel had a submarine dock for one of the nuclear submarines, giving the fleet a fully integrated surface-to-depth operational capacity that no current or near-future naval force could match, intercept, or effectively engage.
Commander Danoth had reviewed the fleet specification with the focused attention of someone for whom the phrase naval superiority had previously had a theoretical ceiling, and who was now discovering that the ceiling had been removed.
'This fleet,' she said, when she finished the review, 'is not comparable to any existing naval force.'
'That's correct,' he said.
'It exceeds the combined naval capability of the top five naval powers by —' She calculated. 'By a margin that makes comparison somewhat rhetorical.'
'Also correct.'
'You're not planning to use it offensively.'
'I'm planning for the world to know that using it offensively would be unnecessary,' he said. 'The deterrent value is the function. The capability is what makes the deterrence credible.'
She considered this. 'And the submarine depth specification. Twenty kilometres.'
'Future-proofing,' he said.
She had, by this point in her engagement with Apex's sovereign infrastructure programme, developed the specific instinct of a person who understood that future-proofing in Kai Crestfall's vocabulary meant something considerably more literal than it meant in most people's.
She made a note. She did not ask further questions about the twenty kilometres.

Into Space
He told Mara about the spaceships on a Tuesday morning.
Not in a meeting. They were in Building Seven, running the production design review — the micro-void engine's transition from prototype to manufacturable specification was in its fifth week, and the detail work was the kind that required two people at a bench rather than two people across a conference table. He was holding a component twelve variant that Mara had refined and she was reviewing the tolerance documentation and it was, as the work had become over the previous weeks, the specific comfortable quality of two people who understood each other's approach well enough to work in the same space without narrating it.
He said: 'I need to commission twenty spacecraft.'
She looked up from the tolerance document. 'How soon?'
Not: are you serious. Not: is that possible. How soon.
He found this genuinely satisfying.
'The Black Technology Market has a spacecraft specification in the Tier 3 catalogue,' he said. 'Year 2680. Anti-gravitational propulsion system — different from the void engine, complementary to it rather than competitive. Space-shifting capability — the ability to fold spatial distance at the quantum level, achieving effective travel at light-year speeds without requiring the journey itself. Hull specification: capable of withstanding the structural forces generated by a planet's destruction at close range, or a direct collision with a body up to the mass of a minor moon.'
She had set down the tolerance document.
'Light-year speeds,' she said.
'Not light speed,' he said. 'The space-shifting principle bypasses the speed constraint by folding the space rather than traversing it. Effective travel time from Earth to the nearest star system: approximately four minutes.'
She looked at him for a long moment. 'Four minutes.'
'At standard operational settings. The specification allows for faster engagement but the spatial fold requires a charge time.'
'What's the charge time?'
'Twelve seconds,' he said.
She picked up the tolerance document. She set it down again. 'When you said future-proofing to Danoth about the submarines —'
'Yes,' he said.
'You're planning for the nine realms,' she said.
He had not yet told Mara about the nine realms, the multiverse, the Throne, or his designation as the entity the System called the King of the Multiverse. He had told her: the source is extraordinary and there is more than this engine. He had not told her how much more.
She was looking at him with the expression of a scientist who has been assembling data for six weeks and has arrived, from the inside, at a hypothesis that the data supports and that is considerably larger than she expected.
He said: 'Let me tell you what I know.'
He told her. Not everything — the full scope of the multiverse cosmology and the Throne and the Unraveling was a context that required time he did not currently have — but the structural truth: there were nine realms. Earth was one. Three were occupied by a force of dissolution. There was a sovereignty role that had been empty for ten thousand years and that the System had determined he was the designated holder of. The spacecraft were not a purchase for status. They were a vehicle for what came next.
She listened to all of this without interrupting.
When he finished, she was quiet for approximately thirty seconds. Then she said: 'The anti-gravitational and space-shifting propulsion — can it be integrated with the void engine?'
He looked at her.
'The void engine is atmospheric,' she said. 'Excellent atmospheric. But space has different pressure conditions. The anti-gravitational system would need to complement rather than replace. If we integrate them correctly —'
'A vessel that operates in atmosphere and space from a single propulsion architecture,' he said.
'And in whatever other realms have intermediate pressure environments,' she said. 'Which I'm going to assume is more than zero, since you mentioned nine of them.'
He thought about the floating stone of Realm Two that he had glimpsed through the portal. He thought about the Flame Nomads of Realm Three.
'More than zero,' he confirmed.
She picked up a fresh page of notes. 'How many of the twenty are pure space vessels and how many do you want for atmosphere-space hybrid operation?'
'Ten of each,' he said. 'To start.'
'To start,' she repeated. She made the note.
He ordered the twenty spacecraft through the Black Technology Market that afternoon — the Tier 3 specifications, the Year 2680 anti-gravitational architecture, the space-shifting propulsion core, the hull rated for planetary destruction proximity and meteor collision. The manufacture would be conducted in a facility that did not yet exist: a space manufacturing platform that was the second item on the current Black Technology catalogue page, and which the System noted, somewhat dryly, would need to be placed in Earth orbit before the spacecraft could be fully assembled.
He ordered the orbital platform too.
