Chapter 45 - The Total Account

CHAPTER 47

The Total Account

Vane submitted the total budget summary on a Friday afternoon.

He had asked for it not because he needed it — the Neural Lattice held every figure with perfect clarity — but because the act of receiving a summary document and reviewing it carefully was the correct procedural behaviour for a deployment of this magnitude, and correct procedures produced correct documentation, and correct documentation produced the legal and financial clarity that made everything else possible.

He reviewed the summary at the desk in Building Nine's top floor with the dock light and the archive case and the two cups of coffee he had made — one for himself, one for Vane, who had brought the summary in person.

The summary read as follows:

APEX SOVEREIGN INFRASTRUCTURE — PHASE ONE BUDGET

Sovereign Compounds (120 countries, titanium/diamond-composite/gold-alloy construction, palace-grade, nuclear-rated): $100 quadrillion

Nuclear Doomsday Bunker Network (120 units, zero-distance nuclear survivability, 1,000-year independence, realm-compatible): $15 quadrillion

Private Jets (600 aircraft, void-engine propulsion, full survivability suite): $900 trillion

Helicopters (24,000 aircraft, silent void-engine, full survivability): $10 quadrillion

Reinforced SUVs (12,000 vehicles, nanotech stealth, Year 2521 AI, full offensive): $50 quadrillion

Nuclear Submarines (20 vessels, unlimited depth, zero acoustic, diamond-composite hull): $20 quadrillion

Battleships (100 vessels, 110-knot void propulsion, Year 2400 defensive systems): $200 quadrillion

Spacecraft (20 vessels, anti-gravitational/space-shifting/void hybrid, planet-resistant): $400 quadrillion

Orbital Manufacturing Platform (spacecraft assembly): $25 quadrillion

TOTAL: $820.9 quadrillion USD

Vane looked at the bottom line. He looked at it with the composed, professional attention of a lawyer who had spent thirty years in estate management and who had, over the course of the last six weeks, been recalibrating his understanding of what numbers were, in the context of this particular client, large.

He said: 'Eight hundred and twenty point nine quadrillion dollars.'

'Yes,' Kai said.

'As a percentage of your total available resources.'

He could have provided the fraction. He chose a different answer. 'Less than one percent,' he said, which was substantially an understatement but was not technically inaccurate, and which was the honest answer to the spirit of the question.

Vane absorbed this. 'The deployment timeline.'

'Phased over twenty-four months for the construction programmes,' Kai said. 'The fleet and spacecraft manufacture runs in parallel. The bunker network is integrated with the compound construction so there is no additional timeline impact. Full operational capability across all categories: twenty-four to thirty months from today.'

A pause. 'The governments,' Vane said. 'Twenty-seven outstanding land approvals. Four requiring direct approach.'

'I have those meetings scheduled,' Kai said. 'Next week, all four. I expect three to conclude within the first meeting. The fourth —' He paused, consulting the Prophetic Sight's probability landscape on the specific government in question. 'The fourth will require two meetings and one additional conversation with their head of state. I'll have it resolved in three weeks.'

'The head of state will meet with you?'

'I haven't asked yet,' Kai said. 'They will.'

The correct word is:

He read the full notification. He paused at the Void Collective entry.

The scan had stopped. In its place: a communication. He had not yet received communications from non-local intelligences. He had received a letter from a three-thousand-year-old cultivation order. He had spoken to his Prophetic Sight's range of probabilities. He had cultivated three paths toward what the System called Immortal Sovereignty.

He had not yet received a communication from something that existed outside of what he currently understood as the knowable world.

He queried the System: what is the Void Collective's message?

MESSAGE:

'We have been watching since the activation.

We watched three previous candidates.',

None of them reached this point.',

None of them built a fleet.',

None of them looked at the oceans

and thought: there are other oceans.',

You are different from the others.

We do not say this as praise.

We say it as a fact that

changes our position.

The Throne has been empty for ten

thousand years.',

We have been part of that emptiness.

Not by choice — by the absence of

anyone adequate to fill it.',

We are ready to speak when you are.',

We will wait.',

We are good at waiting.',

But we are better at something else.',

And we would prefer to be doing that.',

— The Void Collective'

SYSTEM NOTE: The Void Collective

has been watching for 21 years.

They have never previously communicated

with any System Host.',

This is the first time in ten thousand

years they have initiated contact.

He read the message twice.

He thought about something that had been watching for twenty-one years and had watched three previous candidates fail and had now sent, for the first time in ten thousand years, a communication that was — he considered the word carefully — patient.

And underneath the patience: something that sounded, if non-local intelligences could sound like things, very slightly tired of waiting.

He thought: we are better at something else. And we would prefer to be doing that.

He thought: I know the feeling.

He sent one line back through the System's communication interface, because it had one and he had apparently had Tier 7 clearance to use it for some time and simply hadn't needed it until now

Give me the time to finish what I've started here. Then we'll speak.

The response came in four seconds. It was three words.

We know. Good.
