They were not going to tell communities how to build water infrastructure. He did not read the press coverage of any of this. There was considerable press coverage. Vane asked him about this. 'The acknowledgment question,' he said. 'At some point the source of the funding becomes traceable and the attribution question becomes active. Do you have a preference?'
'The work is the acknowledgment,' Kai said. 'The work should speak for itself. If someone traces it to me, that's fine. I'm not hiding. I'm also not performing.'
'People will want to know why,' Vane said. 'Why a twenty-one-year-old heir to the world's largest fortune is deploying it like this rather than the ways fortunes of this scale are typically deployed.'
Kai thought about his mother's letters. He thought about eleven years of preparation aimed at producing a specific kind of person. He thought about the fish crate and the dock and twenty-one years of endurance that had been, the entire time, a form of cultivation — not the System's cultivation, but the human kind, the kind that produced character rather than capability.
He thought about why.
'Tell them,' he said, 'that the money has always existed for this purpose. That it was held in trust for a very long time. And that the person it was held for has been paying attention.'
Vane considered this. 'That's not a full answer.'

A pause. 'And if we have concerns about the compound's military specification after reviewing the threat assessment?'
'Then we negotiate the specification,' he said. 'I am not asking you to accept something I am not prepared to discuss. I am asking you to review the information I have and then tell me what you need to see from me before you can approve.'
The head of state looked at him across the formal table.
'You're twenty-one years old,' she said.
'Yes,' he said.
'I've been in this office for eleven years,' she said. 'In eleven years, I have never had a private individual sit across that table and offer to share a full classified threat assessment with my national security team before asking for anything.'
'I'm not asking for anything,' he said. 'I'm asking you to look at the information and then tell me what you need. That's a different kind of request.'
She considered this for a long moment. Then she said: 'Send the threat assessment.' And the second meeting was scheduled, and he knew — not from the Prophetic Sight but simply from knowing the quality of the conversation they had just had — that the second meeting would resolve.
It did.
