Imperial city is the highest level a city can achieve. Just below the Galaxial city which is the trade fair city for the various species. The cities are divided into six ranks with different requirements for each one. The lowest one is the tier four city which is no different from the village with improved tech.
Then come the tier 3, tier 2, tier 1 cities respectively. There is no concept of planets since many domains and species are involved and to make things easier, the city's word is used to explain the planets. Each city is the planet itself.
Lower city means low planets with many limitations.

With that he waved at the stunned Devin and looked around him. Everyone's mouths were almost touching the ground because they all knew the true relationship between their master and Kyle.
Kyle ignored them and returned to his room. Devin also woke up from his shock and he blushed slightly and entered his car to leave.
