Eddie returned to Raccoon City with the two women. Raccoon City was still peaceful at this moment, but the underground was not. There were traces of damage everywhere, and a large number of zombies had begun to wander, as if T-Virus had unintentionally infected the staff there.

Chapter 176: Moira's Twenty-Year Agreement
