After the incident, Akira's custody case was back to the court again.
But this time, there is no competition for Arisa until.....

It is indeed true. Akira never met Arisa until her custody case. She may have heard about them but never even seen her in person.
Hence, Akira's custody case was in a deadlock and she was handed to Hawks who volunteered for temporary custody until the case resolves.
And Akira already mentally came to a conclusion that the case would be in a parmanent procrastination zone until she reaches adulthood.
Hawks knows he stepped way out of line this time. He had always been the obedient tool. He's under constant surveillance. He never talked back to the authority. He once complained about his training being too much years ago. He remembers the concequences really well. He was completely deprived of his senses for a full day.
He obediently faced the concequences.
He had been trained to process hundreds of sensory stimulations in fractions of seconds.
And that void was torture.
He never dared to question them again.
But today, when he saw that little kid no older than ten break the authority of her guardian right infront of everyone, exposing every dark secret, he wanted that.
He was glad she's not like him. Kids don't need to be tools or assets.
But for her age, she showed an intelligence too high. Infront of government.
And she's already in the eyes of Commission. He knows that. In every police station, there is atleast one agent from the commission.
Without a proper guardian, she'd be made into another tool by the commission. She has the mind and the calm needed for that.
He didn't want to see another child who turned into a tool.
So he did what he could. He volunteered for her custody.
A painful decision he doesn't regret.
He's currently in the room deprived of his feathers and any sensory input.
He don't know how long he is here. He wants to get out. He can't bear it anymore. This is worse than the first time he came here. His senses are atleast 20 times sharper now than before.
He wants to feel that hug again. It felt..... nice. He forgot everything for that one second at that time.
Little did he know, all his efforts were useless. That kid was already on the radar of the commission and they had already approached her.

Akira is currently in Hawk's apartment in a sky scraper. She just came back from school and entered the flat to see a rather medium height woman in a business suit and short black hair.
' I didn't know he had a girlfriend? I mean, I never watched the full show and got pulled here after the AFO arc but from all the spoilers I got, I don't think he had a girlfriend. Maybe relative?'
" Hello Akira. " That woman greeted.
' Ok, this is sus. Why does she know my name?'
"Who are you?" Akira asked feigning blunt carefreeness as she slid her bag off casually and stepped into the living room with casual air.
The woman gave an airy laugh.

" For your kind information, I don't even know you. And you are coming off very creepy with all this mysterious energy and all. Are you his girlfriend or something? He's pretty old but you look even older. Are you a pedophile? "

She says and dips out of there before that woman even processes the absurd accusations.
Needless to say, that woman came to hire Akira into the system like she did with Hawks.
The president feels scandalised. Not only did a literal 10 year old brat call her Hawks girlfriend, she doubled down on it after correction saying she has an affair and called her old.
Did she do that on purpose? That kid left before she had any chance to recover from the insanity.
If that was on purpose, then she found a gold mine.
That kid spotted a problem and completely avoided it with absurdity.
If this kid is taken under her wing,.... she'd be an even better tool than that Hawks. Not to mention, she has a blood manipulation quirk.
If Akira saw the face of the President and her laugh, she'd probably migrate to another country.
