There is a chance that it has its own thinking but still in infancy state. Even if he wanted to ask the dwarfs and elves that are the real elves but not the house elves, their existence has long been unknown.

Well something is better than nothing. So he continued to make the three cards with three spells. First is the killing curse, Avada Kedavra. This is the top killing curse that is available in the current wizarding world.
