Chapter 315 - Reform!

"PPT?"

"What is that?"

Everyone in the meeting room was puzzled.

The concept of a PPT did not yet exist in the shinobi world, but computers already did.

Once you had computers, was it really that difficult to create something resembling PowerPoint?

At least Uchiha Ren didn't think so.

After all, he had merely explained the basic concept of a PPT to Uchiha Yashiro, and the very next day, Yashiro had produced a prototype for him to inspect.

After several revisions by Ren, the shinobi world finally had its own presentation software.

With Uchiha Yashiro and several other Uchiha clan members working together, a sufficiently large projection screen and the necessary projection equipment were set up in the meeting room.

The enormous screen was hung on the wall at the far end of the meeting room, ensuring that everyone could clearly see the projected content.

The people in the meeting room found these devices rather novel, but no one thought there was anything particularly strange about them.

Ren cleared his throat, drawing everyone's attention before beginning.

"Actually, when the Konoha Military Police was first established, its function was to take full responsibility for internal security and public order within the village. However, as more and more problems emerged, the Konoha Military Police found itself unable to handle everything, forcing the village to establish additional departments to deal with those problems."

"For example, the Barrier Division, Interrogation Division, Torture Division, Analysis Division, ANBU, and so on."

"Some of these departments deal with internal affairs, some with external affairs, some with civilians, some with shinobi, and some with both internal and external affairs or both civilians and shinobi."

"Not only are their jurisdictions excessively complicated, but there is also considerable overlap between them."

"This has indirectly resulted in conflicts between some of the village's rules and regulations!"

Everyone in the meeting room nodded repeatedly.

They weren't unaware of these problems.

It was simply that no one had cared about them before. Over time, everyone had gradually become accustomed to the chaotic arrangement, and nobody had bothered to bring it up.

Uchiha Ren advanced to the next slide and continued.

"To solve these problems, and determine how they should be solved, we first need to understand the various components that make up the village's internal security system!"

"First is public order management. This concerns the village's day-to-day stability and has traditionally been handled by the Konoha Military Police."

"But the scope of public order management should actually be limited to criminal offenses such as fighting, assault, murder, arson, rioting, and similar incidents."

"Matters such as obstructing public roads with unauthorized stalls, environmental sanitation, maintaining the appearance of the village, and so on should instead fall under municipal administration."

"These matters do not really rise to the level of threatening the village's security. They are simply internal administrative issues and should not be handled by the Konoha Military Police. They should instead be managed by the village's administrative departments or other relevant authorities."

"In the past, however, these responsibilities were never clearly separated, so municipal administration also ended up being handled by the Konoha Military Police."

"Then there are departments such as the Barrier Division, Interrogation Division, Reconnaissance Division, and Analysis Division. These departments should technically be subordinate divisions of the Konoha Military Police."

"However, because of a series of historical circumstances, these departments were eventually separated and made independent."

"Furthermore, these departments handle both internal and external affairs. As a result, while they occupy their own positions within the village's organizational structure, they cannot effectively serve under the Konoha Military Police."

"On top of that, the village's administrative system has yet to become fully developed. Most departments simply manage their own affairs independently, and whenever something is needed, whoever is responsible for it is contacted directly."

"This has resulted in the Konoha Military Police and other departments often handling matters in an extremely simplistic and heavy-handed manner."

"And finally, there is the ANBU!"

"The ANBU can be said to be the department with the greatest degree of overlap with the functions of other departments."

"For example, one of its responsibilities is protecting the Hokage. But because the ANBU exists, the Hokage's Guard has practically become a ceremonial organization."

"Then there are disputes within the village involving shinobi. Because such disputes might involve enemy spies, they also fall under the ANBU's jurisdiction."

"At the same time, the ANBU requires assistance from numerous other departments, such as the Analysis Division and Torture Division, while its responsibilities also overlap with those of the Konoha Military Police!"

Ren's explanation caused everyone in the meeting room to fall into deep thought.

If Ren hadn't pointed these problems out one by one, they wouldn't have realized just how many flaws existed in the village's current administrative structure.

But someone as intelligent as Shikaku Nara had keenly noticed a particular term in Ren's speech.

Systematization.

After Uchiha Ren finished outlining the general situation, Shikaku asked,

"Elder Uchiha, you mentioned the term 'systematization' just now. Could you explain it in greater detail?"

Ren looked at Shikaku somewhat unexpectedly before nodding.

"Of course. That's actually what I was about to focus on."

"Systematization has three essential aspects: structural integration, standardized construction, and dynamic evolution."

"Simply put, it means first breaking complex things down into countless individual details, then classifying those details according to established standards, and finally combining them in a certain order to form a complex yet orderly whole."

"This is an essential step that the village must take if it wants to grow and become stronger."

"As I've said before, we aren't a disorganized mob gathered around whoever happens to control a particular territory. An administrative system as chaotic as the current one is absolutely unacceptable!"

Shikaku pondered this for a moment before asking,

"Then, Elder Uchiha, what do you intend to do?"

Ren answered without hesitation.

"Disassemble and reorganize the village's existing departments! Build an entirely new Konoha Village!"

The moment he said this, the expressions of many people in the meeting room changed.

If the village's departments were to be dismantled and reorganized, did that also mean the positions within those departments would have to be redistributed?

That would affect the interests of a great many people!

At the same time, however, many people who currently held no significant positions began to stir with anticipation.

Seeing this, Minato added,

"Of course, we also understand that haste makes waste. A meal must be eaten one bite at a time, and a journey must be completed one step at a time."

"So we have decided to set aside the Administrative Division for the moment, as its problems are comparatively minor, and first reform the departments dealing with the more serious issues—particularly those concerning village security."

"This reform will benefit the present generation and generations to come. It is an unavoidable necessity!"

"As such, I hope everyone can set aside their prejudices and grievances and work together to see this reform through."

The moment Minato finished speaking, Ren immediately added,

"Furthermore, everyone can rest assured. After the reform, there will only be more positions available for people to fill. Those with relevant experience will naturally be given priority."

"So there is no need to worry about losing your jobs because of the reform!"

Ren's assurance effectively gave everyone a dose of reassurance.
