Part I: The Daily Tide
Every morning, ships appeared on the horizon.
Refugees came from across the Grand Line—families fleeing war, scholars fleeing persecution, former slaves fleeing their masters. They had heard the stories of Haven Star Wing Island. A place where no kings ruled. A place where the dome protected all. A place where a boy Administrator had built peace from the ashes of war.
Dan stood at the port of Origin City each day, watching them arrive. The system registered them automatically—names, faces, origins, skills. The guardians guided them to their new homes. The citizens welcomed them with open arms.
And with each new arrival, the faith anchors grew.
[FAITH ANCHOR UPDATE: DAILY]
Previous Anchors: 3,800,000
New Anchors (refugees): +200,000
Current Anchors: 4,000,000
Population Percentage: 98%
Ninety-eight percent of the island's population now believed. Not because they were forced. Because they had seen what Dan had built. Because they had experienced the peace, the justice, the freedom. Because Haven Star Wing Island was everything they had ever dreamed a home could be.
Dan stood in the Admin Core, feeling the power surge through him. The faith of millions flowed like a river, like an ocean, like the tide of a world that was finally beginning to heal.
The system screens blazed with light.
[ADMINISTRATOR POWER SURGE: CRITICAL]
Faith Anchors: 4,000,000+
Power Level: Ascendant (exceeding Admiral classification)
System Evolution: In progress
Dan raised his hands, and the dome answered.
But the upgrades happened in secret. The dome pulsed with golden light, but its new capabilities remained hidden—known only to Dan, the system, and the guardians. The world outside did not yet know what Haven Star Wing Island had become.
Dan preferred it that way. Let his enemies underestimate him. Let them come with outdated intelligence. Let them learn the truth when it was too late.

Part II: The Dome Upgrades
The upgrades came in waves, each one building on the last.
[DOME UPGRADE: MAGIC MISSILE EXPANSION]
Previous Capacity: 1,000 missiles
New Capacity: 50,000 missiles
Cooldown: 5 minutes (unchanged)
Status: Hidden (not publicly revealed)
[DOME UPGRADE: PINPOINT LOCATOR RANGE]
Previous Range: 3 island distances
New Range: 5 island distances

[DOME UPGRADE: HIGH-TIER MISSILES]
New Asset: 10,000 high-tier missiles

The dome pulsed with golden light as the new capabilities integrated. The Star Wings blazed brighter than ever before. But to any outside observer, nothing had changed. The dome looked the same. The island looked the same. The boy Administrator looked the same.
That was the point.
Dan smiled as the system confirmed the upgrades. "Let them come," he said. "Let them think they know what we are capable of."

Part III: The Flag Enhancements
Every merchant ship that flew the Haven Star Wing flag now carried more than a symbol. They carried the power of the dome itself.
[FLAG ENHANCEMENTS: FULLY INTEGRATED]
Existing Capabilities:
· Protective runes (deflect minor attacks)
· Teleportation runes (single person recall)
· Dome pinpoint locator
· Missile link (12 missiles, 3 island range)
New Capabilities (Hidden):
· Projection Recall: Dan can project himself to any flagged ship's location
· Rule-Based Attack: Dan can deliver a powerful rule-based attack through the projection
· Mass Teleportation: Can teleport the entire ship and all people aboard to island periphery
· High-Tier Missile Link: Access to 10,000 high-tier missiles for fleet annihilation
The merchants received the upgraded flags without fanfare. The runes glowed a little brighter, the warmth felt a little stronger, but no one outside Haven knew what the new flags could do.
Dan's enemies would learn soon enough.

Part IV: The Merchant's Journey
Captain Maro of the Golden Wind had been trading with Haven Star Wing Island for months. He had seen the dome grow. He had seen the island transform. He had seen a boy become a legend.
Now, as his ship sailed away from Origin City with the upgraded flag blazing above him, he felt something he had never felt before.
Safety.
The flag glowed with golden light, the Star Wings emblem pulsing in rhythm with the dome on the horizon. Maro touched the runes inscribed on the flagpole and felt warmth—the warmth of the Administrator's power, ready to protect him at a moment's notice.
"My family is safe," he said to his first mate. "My crew is safe. My ship is safe. As long as this flag flies, nothing can touch us."
His first mate nodded, but his eyes were fixed on the horizon. "Captain... there's a ship ahead."
Maro looked. A vessel was approaching—larger than his own, painted in colors he did not recognize, flying a flag he had never seen.
"What flag is that?" he asked.
His first mate squinted. "I don't know, Captain. But I don't like the look of it."
The flag on Maro's mast blazed brighter.

Part V: Doflamingo's Approach
The ship was the Numancia Flamingo, though Maro did not know it. The man standing at its prow was Donquixote Doflamingo, though Maro had never seen his face.
The Warlord smiled as the merchant vessel came into view. The flag on its mast—the Star Wings of Haven—glowed with golden light.
"So," Doflamingo murmured, "that's their flag."
Diamante stood beside him, his cloak billowing in the wind. "It's glowing, Joker. Some kind of defensive mechanism?"
"Perhaps." Doflamingo's smile widened. "Perhaps something more."
Pica's rumbling voice came from behind them. "Should I sink it?"
Doflamingo raised a hand. The smile on his face was cold, predatory.
"Yes," he said. "Sink it."
Pica raised his massive arm. The stone beneath the sea began to rise, forming a fist the size of a building.
Doflamingo's order hung in the air. Pica's arm was raised. The merchant ship sailed on, unaware of the doom that had been intended for it.
And somewhere on the golden dome of Haven Star Wing Island, the runes began to glow.
