Luo He lay awake for the remainder of the night. Holding Su Kim, listening to the sounds of the camp. Trying to determine whether the blood bug was actually in his veins.

Or whether it had been nothing more than the product of a guilty conscience processing the magnitude of what he had committed.

By morning, he still had no answer. Dawn broke gray and uncertain. The army began to stir, warriors preparing for the march back to the village.

Luo He rose carefully. Moving Su Kim's arm with gentle precision, extracting himself from her sleeping form without waking her. She needed rest.

The work ahead would demand everything she had. He dressed in fresh clothes. Then covered him self with his bear coat, the appearance of authority.

The trapping sensation reminded him that he was not truly one of them, regardless of how effectively he had led them.

The assembled leadership gathered in the morning sun. Luo He addressed them from the head of the council table.

His voice carrying clearly across the gathered warriors and tribal leaders. He spoke of the new dawn that the unified tribes had achieved.

He spoke of the necessity of what they had endured. He spoke of the future they would build together. And then he announced the leadership structure.

"Shian will serve as my representative," he declared. Gesturing to the young warrior who had proven himself repeatedly throughout the campaign.

"He will head a council of eight chiefs. Two from each of the major tribal divisions. One man and one woman chosen by the vote of the majority." He said as he pointed to the masses.

"All decisions of governance will be made by consensus among these eight people. Shian's role is to ensure that consensus is reached, not to impose his will upon you." He said pridefully.

His Idea was clear to all. At least everyone though it was clear enough for them, as no questions arose.

The arrangement was deliberately designed to prevent any single voice from accumulating too much power.

Luo He understood that absolute authority figures could be assassinated or overthrown.

But a consensus-based system distributed responsibility and prevented the rise of an obvious successor, who might threaten the broader stability.

"Shian will report to Su Kim on all matters of tribal governance and resource management." Luo He continued.

"Su Kim speaks with my authority. In my absence, her word is my word. Defy her and you defy me." He looked directly at Su Kim as he said this.

Making clear to the entire assembly that she was not a figurehead but a true holder of power. "The island complex will be developed into a true civilization." He announced.

"This means cultivation, food storage, defensive structures, and trade networks. We will need craftsmen, engineers, and builders." He added.

"And I expect each tribe to contribute resources to this development." He paused. "In return, the benefits will be shared equally among all tribes." He said.

"No one will be left behind in this new world we are creating." The assembled leaders nodded, understanding that cooperation was not merely encouraged but mandatory.

After this, Luo He as the Kakerafali organized an election to choose the two leaders who would represent each tribe.

Any man or woman willing to accept both power and responsibility was invited to step forward onto the platform. Many men answered the call, but very few women did.

The first woman to step forward was Shersher. In the tribes, women had always occupied a secondary position.

Leadership and authority were traditionally reserved for men, and women were rarely considered for positions of power.

That had only begun to change after Luo He started reshaping the tribes' customs. Shersher, having spent weeks beside him, both literally and figuratively had absorbed many of those new Ideals.

After her, a handful of other women gathered the courage to come forward. In total, five women presented themselves as candidates. Then the voting began.

Nearly all twenty thousand members of the united tribes were granted the right to cast a vote. Making it the largest political gathering in the history of the forest peoples.

Men and women over sixteen were given the rights to participate. When the votes were counted, the chosen leaders were announced.

Shersher was elected as one of the representatives of the River Stone tribe and became its first female tribal leader.

Across the four tribes, the results revealed a remarkable balance. Four women and four men were elected to represent the interests of each tribe within the new Unified Forest tribe.

Together they formed the tribal council of eight newly voted chieftens, with Shian presiding over its proceedings. It was a joyful occasion.

And just like that, a people whose leaders had once risen solely through strength, dominance, and tradition took their first step toward something entirely new.

For the first time in their history, the tribes practiced democracy. Though simple, imperfect, and limited it was, it was still democracy.

Yet no one called it by that name. Not even a single man present might have fully understood the significance of what had happened that day.

But generations later, historians would look back upon that gathering and mark it as the moment when the forest tribes ceased being merely a collection of clans and began becoming a nation.

"I am departing," Luo He announced. "There are other matters requiring my attention. Other pieces on the board that demand my focus." He said calmely.

"But I will one day return. And when I do, I expect to see an island complex that rivals the great civilizations of the world. I expect to see my son thriving."

"I expect to see the unified tribes prospering." He paused, letting his gaze sweep across the gathered faces. "Do not disappoint me." He said proudly.

He got down and approached Su Kim. In front of everyone, he pulled her close and kissed her deeply. A public declaration of her position and value.

When he released her, her face was slightly flushed, but her expression was composed. "Rule well !" He said quietly, for only her ears to hear. "Return when you can," she replied lovingly.

The Black Cloud shuttle arrived at the Prosperous Silk Isle in the early evening.

The mansion seemed unchanged.

The gardens still perfectly maintained, the structures still gleaming in the late afternoon light. But everything felt different to Luo He now.

Smaller, somehow. More constrained. After weeks of commanding thousands of warriors, managing the transformation of an entire region, the domestic sphere felt almost claustrophobic.

He climbed the steps to the main chambers, preparing himself mentally for what awaited him. Jin Mulan and Ning Jia would want reports.

They would want to know what had happened. They would want to reclaim his attention and his time. He was not prepared for what he found.

The doors to his private chambers were locked. Luo He unlocked it easily as locks were nothing new for him. And pushed them open. Then he stopped.

Ning Jia was sitting directly on top of Jin Mulan, who was lying back on the bed. Their lips were locked together in a kiss that was clearly not their first of the evening.

Ning Jia's hands were tangled in Jin Mulan's hair. Jin Mulan's hands were gripping Ning Jia's waist with obvious intensity.

Neither woman had noticed his arrival.

For a moment, Luo He simply observed. He watched how they moved together with surprising familiarity, suggesting this was not a new occurrence.

He noted the genuine passion in their interaction. This was not performed for anyone's benefit but their own.

He understood in that moment, that his wives had found something with each other that perhaps neither could fully articulate to him.

Then he spoke. "Well hello, wife." He said, his tone pitched to be casual and humorous despite the shock of the moment.

"I certainly wasn't expecting this particular welcome home. Though I have to admit, it's not an entirely unwelcome surprise." Both women froze.

Ning Jia jumped back from Jin Mulan so quickly that she nearly fell off the bed. Her face turned a spectacular shade of red.

The kind of deep crimson that suggested she was experiencing the kind of embarrassment that threatened to unmake her entirely.

She looked like she might spontaneously combust from the sheer intensity of her mortification. "I...we...I didn't..." She stammered, her words collapsing into incomprehensibility.

Jin Mulan, by contrast, simply looked at him steadily. She was flushed, certainly, but her expression held no apology. Instead, it held something like defiance.

As if to say that what she and Ning Jia had been doing was something she had decided to do and was not particularly interested in defending.

"Don't mind me," Luo He said. His composure absolute. "I'm going to change out of these ridiculous furs.

I've been wearing animal hides for weeks and I'm absolutely desperate for proper robes again. Carry on if you'd like.
