Chapter 37 - The Industrialization of Kislev

With Perturabo's rise and coronation, the lands of Kislev, which had been mired in chaos for over a dozen centuries since the collapse of the ancient Tsardom, finally welcomed an Iron Tsar capable of taming them. A new Tsardom was gradually forged by Perturabo's own hand.

Following the first decree of the new High Tsar, the various tax stations and customs checkpoints established by the former Kislevite states were abolished. As a genius naturally endowed with boundless knowledge, Perturabo understood that only by removing all barriers to trade could he promote a commercialized economy and allow resources to flow freely across the land.

As a result of increased trade and travel, the previously isolated regions of Kislev were successfully reconnected. The Kislevite people's sense of national identity strengthened alongside these commercial exchanges.

Through this, Perturabo's prestige as the High Tsar of all Kislev grew daily. Countless Kislevite peasants began to refer to him from the bottom of their hearts as "Little Father"—an affectionate term used by Kislevites for their rulers, reflecting a yearning for a stern yet paternal figure.

For the people of Kislev, their greatest fortune was that this Iron Tsar would be the most competent "Little Father" imaginable—one who would not hesitate to use any means necessary to drive Kislev toward modernization.

Simultaneously, under Perturabo's personal command, the "guilds" of merchants and craftsmen that had previously monopolized various industries were disbanded and destroyed. They were replaced by state-run bureaucratic departments. So long as they did not violate established policies, ordinary citizens were free to buy and sell.

Although the dismantling of guilds—an act that essentially destroyed the livelihoods of countless individuals—inevitably invited protests, Perturabo remained indifferent. He possessed the most powerful machinery of violence in all of Kislev. No matter how intense the resistance, he could deploy the Streltsi, who were fanatically loyal to him, to suppress it—not to mention the existence of the Penal Battalions, who were eager to earn their redemption through military merit.

Under the ruthless suppression of the various armed forces at Perturabo's disposal, the protests of the old-world merchants and craftsmen were futile. Furthermore, Perturabo's new policies benefited a larger portion of the Kislevite populace; once the guild monopolies were broken, more commoners could enter the markets and industries previously closed to them.

As Perturabo removed every feudal obstacle, Kislev's productivity was liberated. The market scale expanded, and a burgeoning bourgeois class grew by relying on government contracts or simple market trading.

While suppressing the discontented protesters, Perturabo realized one thing: his elite Streltsi were not suited for direct urban suppression, and the Penal Battalions composed of criminals were even less appropriate. He required a department specialized in the control and subjugation of the populace.

Thus, out of the Iron Tsar's necessity, Kislev saw the establishment of its first true police department, replacing the "Patrol Camps" formerly used by Kislevite princes to catch thieves. Publicly, it was advertised as an agency responsible for maintaining social order and capturing criminals.

In reality, its true duty was to monitor and suppress any individual or organization harboring dissatisfaction with the Tsar. They performed "preventative" arrests before such threats could manifest, sending the targets to the Gulags for re-education by the Iron Tsar.

"Okhrana"—this concise name became a presence that Kislevites avoided at all costs and frequently invoked in their curses. Its formal title was the "Department for Protecting Public Security and Order."

Legend has it that within just one year of the Okhrana's founding, over a hundred thousand prisoners—accused of plotting to assassinate the Tsar, inciting rebellion, or various other crimes—were dispatched by the Okhrana police to Gulags across the land. There, they used their labor to atone for their sins before the Tsar. Many of them remained in the mines forever.

Having cleared away the feudal remnants detrimental to market development and established specialized departments for "stabilizing" society, Perturabo further initiated his magnificent industrialization plan.

Like the history of industrialization across the nations of Terra, the evolution of Kislev from a pastoral feudal world into an industrial one filled with smog and machinery would inevitably demand a toll of blood and life.

The ancient allegory of "sheep eating men" would manifest here once more. Formerly prosperous rural villages would be forced to surrender their youth and agricultural products to the cities without any requirement for compensation. This large-scale exploitation would last for decades, perhaps even centuries.

The Iron Tsar did not care. To him, the people of Kislev were merely the kindling and fuel for his great works. Everything he did was simply to ensure that this fuel burned more brightly and could be harvested more effectively.

So many plans, such cold choices, such burdensome tasks. For Perturabo, his only wish was that when his gene father and creator arrived at his world to lead him away, he could proudly tell his gene father: "Kislev is ready."

However, to reach the point where "Kislev is ready," Perturabo still had countless trivialities to manage. He still had to deal with the mortal nobles whom he viewed as dull-witted livestock. Those who understood or supported him were few and far between. He was determined to become a true Iron Tyrant.

For him, this was sufficient. He only hoped that when the call to that incredibly grand enterprise arrived, Kislev would possess the most complete preparations possible. The blood, tears, and sacrifices in between—the wailing of countless people—were not things he concerned himself with.

Now, with endless work ahead of him, he had to race against time. He wanted to present his gene father with the best possible Kislev upon his arrival—a flourishing new world under his lineage's rule, a world defined by reason and science.
