Pashupati's Rule
Pashupati controls Saltanat through fear, money, and violence.
His empire dominates gold smuggling, weapons trafficking, and political corruption.
Nobody dares challenge him openly.
Rocky's Arrival
Rocky enters Saltanat as an unknown outsider.
He hides his true intentions and slowly earns the trust of Pashupati's men.
While appearing loyal, he secretly studies the empire's weaknesses.
The Takeover
Rocky turns Pashupati's allies against each other.
He destroys supply routes, eliminates rival commanders, and creates chaos inside the organization.
By the time Pashupati realizes the truth, Rocky has already taken control of most of Saltanat.
Final Battle (1972)
During a stormy night, Rocky confronts Pashupati.
A brutal fight ends with Rocky killing him.
Rocky sits on the throne of Saltanat, becoming the most feared man in the empire.
What the Ending Means
The final scene shows Raj receiving the news:
"Saltanat has a new ruler. His name is Rocky."
This moment is important because Raj is not yet the ruler. He is only hearing about the rise of a legendary gangster who has taken over the underworld.
Rocky's victory creates a new era:
Some people see him as a savior who ended Pashupati's tyranny.
Others see him as an even more dangerous ruler.
His growing power begins affecting regions beyond Saltanat.
The next story, THE RAJ, could be set years later
