If it was one thing Blue Oak didn't lack, it was information. His grandfather, Porf. Oak, had limited the resources Blue could get from him.
He believed that whole resources were important, not everything should be handed on a silver platter. Some things should be achieved by their own strength. That's why he didn't give Red and Blue a SS (Gold) tier or even a S+ tier starter to begin their journey.
People like Lance from the Drako Family, or Steven from the stone family, or many others, started with a SS tier Pokémon.
But one thing Oak did not hold back from Blue, was information. Blue could study whatever he wanted, research about whatever he wanted, and Oak would back him.
Thus, Blue could raise his Pokémon in the most optimal way possible. He knew exactly what he needed to improve their potential, especially during evolution.
And that was his goal today. His Wartortle was about to evolve, and he knew just the thing needed to make sure he reaches the SS tier!
His formula for improving Wartortle's potential was nearly complete. He needed just one more thing:
A core of a S tier Advanced water type Pokemon!
And Blue knew just where to get it.

Blue followed a secret trail inside a forest on Route 6. He got the tip from someone he knew in the Jenny Family.
Blue was very careful as he slowly made his way through the forest.
This was very different from how he started out as a trainer. Back then, he was as arrogant and over confident as they come. But that had cost him dearly. One of the first Pokémon he caught, a Raticate, was killed in action.
That Raticate was not someone with a good potential. But Blue grew attached to him when he found him in Viridian Forest. He was still a Rattata back then.
He still remembered how the Rattata fought a bunch of Spearow on his own, just to let his family escape.
Blue was moved and rescued him. He then relocated the entire family with Prof Oak, and asked Rattata if he wanted to join him.
"Your potential sucks, but you're lucky you have me as your trainer. With my skills and knowledge, I'll make you the strongest Raticate there is."
The over confidence was leaking out of him.
And it was this overconfidence that made him careless. Blue had assisted with the raid of a Team Rocket base, alongside Red.
He didn't want to lose to Red, so in order to show off, he took many unnecessary risks in the raid, battling multiple trainers on his own. This cost him, as one of the trainers, a Team Rocket Captain, landed a killing blow on the Raticate with his Scyther.
Pokémon are resilient, but they can still be killed. Especially after they lose consciousness, when their body is the most vulnerable. In the end, overwhelmed by the huge numbers, Blue couldn't assist Raticate in time, and he lost his life.
That incident changed Blue. Now he would never do something so careless. In a sense, this was what matured him as a trainer, and unleashed his true potential.

"Wartortle, use water gun on that door and break it. Everyone else, prepare your moves like we discussed."
"Warr!"
In front of Blue was a cabin, hidden deep within the forest. And this cabin, belonged to Team Rocket!
Wartortle busted through the door with water gun.
"Who dares?"
2 grunts came out running, but they were hit by an Air Slash from Pidgeot!
Pidgeot didn't aim to kill them, and just knocked them down.
"My time is precious. I can't afford to waste it on small fries like you."
"Then perhaps you'll give me some of it?"
A voice spoke from inside the cabin as someone walked out.
"Blue Oak! Now this is unexpected."
Before Blue stood a man with long brown hair, and a uniform that looked
different from normal rocket uniforms.
This was a Team Rocket Captain!
Blue smirked. "You're a small fry as well. Just hurry up and get me the thing you stole."
Guess he didn't lose all of his arrogance.
"I don't know who told you about that but I believe you just became an intermediate trainer few days ago? Are you sure it is wise, challenging a Team Rocket Elite Captain alone?"
The man was calm as he sent out 6 Pokemon.
Blue checked his watch. It was connected to his Pokedex.
Golem Lvl 48
Charizard Lvl 49
Rhyhorn Lvl 48
Scizor Lvl 47
Crobat Lvl 46
Starmie Lvl 47
A full advanced team! This was nothing the current Blue could handle.
"Don't say it's unfair. It is you who decided to come here alone."
The captain smiled wickedly. He had seen many arrogant young masters who bite off more than they can chew.
He loved seeing their arrogant expression turn into one of fear.
But that fearful expression never came from Blue, as he smirked.
"Don't worry. I don't expect a fair fight from the likes of Team Rocket. But… that goes both ways."
Blue then threw out a single Ultra Ball into the air. The moment the Pokemon emerged from it, the captain's expression changed.
'you gotta be kidding me.'
The entire area was covered in a sandstorm, the trees began to with away.
Then Blue said, "I will never fight fairly with the likes of you Team Rocket.

'Brother. Even if you are fighting unfairly, there has to be a limit.'
The captain could only curse inwardly as he fell to his knees.
" Just where the hell did you get that thing ? Didn't you become an intermediate trainer just a few days ago?"
Blue shrugged.
"In this world, Information is the most expensive product. Did you forget who's grandson I was?"
Not relying on your backing? What a joke. Blue had already decided never to let his guard down again. He wouldn't bother fighting fair with scums like these.
What happened next was a complete massacre. The base was destroyed, Blue collected what he needed, and one mini Godzilla roared as it stood on top of its defeated foes.
