The origin of the "Act No. 113" stems from a small-scale unrest.

Immigration to the Federation had existed long ago, back when labor migration was allowed, attracting foreign poor people seeking opportunities to come to this country.

Upon arriving, they discovered that the Federation was not what they had heard about; it was far from paradise and indeed was a hell.

At the time, the entrepreneurs, merchants, employers in the Federation had a rather harsh attitude towards these immigrants, often oppressing and exploiting them more cruelly.

Compared to the convenience locals had in finding jobs, labor immigrants cherished their jobs more, and even though they knew the treatment they received was unfair and unreasonable, most did not dare to speak out.

They were even more afraid to resort to the law, fearing losing their jobs, which would drive them and their families into complete despair.
