A group of people gathered in the basement under a tavern in Serapion City. It was called a tavern, but like every other establishment in the upper world, it closed upon nightfall when the curfew began.
The tavern's table arrangement mostly allowed only two people to sit at a time. A few tables had four seats, but those were reserved for families. Guests without blood ties were prohibited from using those tables. Spacious aisles separated the tables. This prevented guests from mingling across different tables. Even the liquor served was regulated to avoid intoxicating the guests. This was to prevent disturbance.
Holy Temple members occasionally inspected such public establishments to ensure that no illegal gatherings were conducted and everything remained in order. If these rules were violated, the tavern would be shut down.
