Amon headed to Serapion City's neighboring town to make it seem like he was still following the same travel pattern. This was to give the inquisitors a fake trail to follow.

He took this precaution every time he visited towns or villages. Even though the upper world saw few travels between settlements, cities with large populations still had decent traffic. Towns and villages, on the other hand, could sometimes see almost no circulation.
