Chapter 814 - 814 My Hero Academia: The Wrath of Kaina, All Might, and Nezu, The Epitome of Shamelessness, A Small Sacrifice for Justice, and The Tough Battle Against the Hero Commission.

In his office, Nezu sat in silence, his expression darkening.

Allen had been taken to the Hero Commission.

Something that should have never happened—that was the promise they had made. But Nezu couldn't refuse… not when it was the Commission's own President who had personally requested Allen's presence.

"The Commission doesn't usually make moves like this..." Nezu murmured.

The Hero Commission is the organization responsible for regulating and supervising the professional hero system. They handle licensing, monitor hero performance, influence rankings, and regulate agencies. They also have the authority to issue sanctions or even revoke licenses.

Additionally, the Commission participates in strategic decisions and, in some cases, conducts covert operations to maintain public order—even if that means resorting to questionable measures.

*Pam*

Kaina burst into Nezu's office without even knocking. She arrived immediately upon learning that the Hero Commission had summoned Allen.

"What does this mean?!"

Her expression said it all—she was ready to kill if necessary to get Allen back.

Of course, Nezu understood Kaina's feelings. To her, the Hero Commission only brought back bad memories. A high-ranking member from there had been responsible for plunging her into darkness—he had deceived her, manipulated her, and when she discovered the truth, he tried to eliminate her.

"Principal Nezu, I would also like an explanation."

All Might entered the office behind Kaina in his muscular form. But more importantly, just like that time All For One attacked the USJ… he wasn't smiling.

"I was supposed to take on all responsibility, including any complaints or problems!"

"Please, let me speak... Besides… I'm not in a good mood." Nezu spoke as calmly as he could, despite how angry he is right now.

Neither Kaina nor All Might had ever seen Nezu lose his composure like this. It made them both take a step back.

"I wasn't lying. I discussed this with the higher-ups of the Commission, including, of course, the new President of the Hero Commission herself… and they all agreed."

Kaina clenched her fists so tightly her palms began to bleed. "Then why did they take Allen?!"

"They didn't take him—at least not officially. Allen was summoned to give a statement regarding the events of last week." Nezu interlocked his fingers as his mind processed all available information.

Allen had been granted a special permit—one different from a provisional hero license. A permit that not only allowed him to act as a professional hero but also expanded his freedom and jurisdiction across the entire country.

It all sounded too good to be true. Nezu knew it. The Hero Commission had an interest in him—and beyond that, they wanted to see what Allen was capable of once his restrictions were removed.

The result exceeded expectations. In terms of success, he achieved a 99.8% rate, with a single failure—allowing one criminal (Knuckleduster) to escape. That was unheard of. Even All Might had made mistakes during his student years. For Allen to reach this level without even spending a full year at U.A. made one thing clear—he had more than enough potential to fill All Might's shoes.

"However… Allen is uncontrollable." Nezu narrowed his eyes. "While his success rate is terrifying, his methods frightened the higher-ups. If I'm not mistaken… they want to put a chain on him. They want him to make mistakes so they can use that to keep him under control."

"What?" Kaina began releasing a killing intent. She turned to leave, but Nezu stopped her.

"Please don't act rashly, Tsutsumi-sensei." Nezu's eyes gleamed. "If that's the case… then there's nothing to worry about."

"What do you mean, Principal Nezu?" All Might asked, confused.

Nezu chuckled. "If there's something more incredible than Allen's strength… It's his tongue, isn't it?"

Kaina widened her eyes, remembering the message Allen had sent her before leaving.

– "Sis, I'm going to mess with the people at the Hero Commission. Don't worry about me." –

Kaina smiled. She couldn't help it—and she chose to believe Allen would be fine. Though she also decided that if he didn't return today, she would make a hole in the Commission's building and rescue him.

She didn't care if the world ended up hunting her. If necessary, she would escape with Allen to a deserted island… and the two of them would live there… alone… isolated from civilization.

Kaina began to blush, startling both All Might and Nezu with her sudden mood shift—but neither of them said anything.

All Might looked out the window. 'I'm sorry I can't help this time… good luck in this battle, young Allen. I know you won't lose...'

May 22nd, 3:40 PM... (Still in the flashback)

After speaking with the police captain, Allen turned toward the building where the villains were.

"Oh..." Allen smiled, a mix of mischief and excitement.

This was his second day as the replacement for the Symbol of Peace—or something like that. At first, he hadn't been very enthusiastic about the idea, but he had started to enjoy the situation.

After all, it had been a while since the last time he had truly been a complete son of a bitch to some bad guy, antagonist, villain—or just people in general.

"Now then… how should we handle this..."

Using his X-ray vision, Allen could see inside the building. There was a group of villains, and among them, the most notable was a man with a face tattoo who looked particularly irritated.

[Taoka Shigeru, "Bomber Mouth"]

Quirk: Bomber Mouth]

Upon seeing his Quirk, Allen focused on the man's mouth, where he was chewing gum.

The Superman Template—or any template, really—was not a copy of a specific character but rather the starting point of all possibilities.

This meant that, for example, if we talked about a Jaeger from Pacific Rim, Allen could either create his own original version or transform his Jaeger into any existing version.

When it came to Superman, it was like standing at the root of a tree, where every branch represented a possibility—a dormant potential to awaken any latent power from any version of Superman. That included telescopic vision and microscopic vision.

"I'll give it a try..."

Allen narrowed his eyes and slowly zoomed his vision toward the villain's mouth, continuing until he could see the molecules inside.

"There's an abnormal chemical reaction in his mouth… it looks like his Quirk, as the name suggests, can create explosives… these elements… it's C4."

What made Bomber Mouth difficult to defeat wasn't his strength—it was the fact that whenever he committed a crime, the first thing he did was stick his "gum" onto innocent people. That meant any provocation could instantly cost someone their life.

Kara – What a cowardly bastard!

Starfire – Villains who don't hesitate to kill innocents are the most vile!

Annie – What a disgusting guy!

Kimiko – I thought after dealing with those degenerate Supes, I wouldn't have to see people like this again...

Kate – Even I'm getting pissed… what a bastard.

Superman – Allen, what are you going to do?

"Don't worry, I've got a plan..."

Allen flew to the rooftop of the building and pulled several pumpkin-shaped grenades from his inventory.

Batman – Wait, those are—!

"Yeah," Allen smiled as he dropped the grenades into the ventilation system. "Fear gas. A little gift from the Scarecrow template."

Batman – What are you doing?!

"I mean, Joker's laughing gas would've been better… I did consider it, but I didn't want to risk my mental health by letting a lunatic like that get inside my head."

Gwen – What about the civilians?!

"Come on, sweetie—who do you think I am?"

Allen smiled.

At the same time, 2B and Rebecca—both invisible—arrived with the hostages. While 2B carefully removed the explosive gum from the civilians, Rebecca injected them with an antidote for the fear gas.

That way, all Allen had to do was wait with his arms crossed, and soon the villains would come running out in panic, ready to be arrested.

One detail Allen overlooked was that, just like the other templates, the fear gas didn't come from an ordinary Scarecrow—but from one that had been created by an alternate version of Allen as Scarecrow.

...

Inside the building, the villains weren't worried. They had hostages who couldn't be easily rescued—all thanks to their boss, Bomber Mouth, who had gotten them out of similar situations in the past.

"Stupid heroes. Just like Stain said, they're fakes who care more about their lives and image than about people..."

Many villains had heard the Hero Killer's words through the internet and television, and more than a few agreed. Today's heroes lacked the will of a true hero.

"Ah!"

One of their companions' screams alerted Bomber Mouth.

"What's wrong?!"

The man ignored him, staring at his hands in shock. They began to melt—first the skin peeled away, exposing muscle that quickly fell apart, leaving only bloody bones behind.

"My hands! Ahhh!"

Bomber Mouth didn't understand what was happening, but before he could check on his subordinate, he heard another scream.

"Boss… I don't feel well..." a villain said before vomiting. "...ah..."

The man froze as he saw centipedes writhing in his vomit. Panic and terror filled him. Then he felt something crawling inside his stomach. When he opened his shirt, he saw a nightmare—beneath the skin of his abdomen, insects… hundreds of them, all squirming inside him.

"AAAHHHHHH!"

The panicked villain ran out of the building, screaming for someone to rip out his guts. Outside, the police were stunned as the man grabbed a knife and stabbed himself in the abdomen.

Before he could kill himself, two heroes restrained him—but they couldn't believe what they were seeing.

And that was just the beginning.

Windows on the second floor were shattered, and villains were seen jumping out. Fortunately, Allen appeared and rescued them mid-fall.

"Shit... maybe that was too many grenades?"

Allen had seen the effects of the original fear gas before, but it wasn't supposed to be this strong. At the very least, it shouldn't cause psychosis—much less extreme suicidal impulses.

The building's doors burst open, and a dozen villains ran out in a stampede. Among them was Bomber Mouth, completely naked, screaming that his clothes were acid.

One villain had used his own hands to rip out one of his eyes. Another tried to bite a hero like a zombie.

The scene was surreal and brutal to the point that it affected everyone present—some would even need psychological counseling afterward.

[Host?]

Allen reacted and switched templates.

[Template: Mistogan

Origin: Fairy Tail]

"Sleep..."

The villains collapsed unconscious. In that brief moment, Allen switched templates to that of a mage and used a detoxification spell. Once that was done, he turned around and flew away, satisfied with a job well done.

(End of flashback)

....

Back in the interrogation room, Allen blinked, maintaining the same expression as he faced the man staring at him coldly.

[Tokuma Kaito.

Quirk: No Quirk]

Allen wasn't stupid. The moment he admitted any fault, he'd be done for. He could only live by the saying: "A shameless man is invincible" and bury any guilt three meters underground.

Allen cleared his throat and took another sip of his coffee. "What happened is what you already know. I rescued hostages from a well-known killer villain, prevented deaths on both sides, and resolved everything in record time—and with elegance!"

"Huh?! You really are a—" The man felt like coughing up blood. "Police officers and heroes are receiving psychological counseling right now!"

"Aren't they trained for that? Just so you know, I haven't even been at U.A. for half a year, and I've already faced the final boss twice! Do you see me crying in a corner?!"

The man couldn't refute that. This generation of young heroes had experienced more danger in a single month than some heroes had in their entire lives.

"Even so—"

Allen crossed his arms, interrupting him. "Hey, you can question my methods—but not my results. No one died. And if other heroes had intervened in that situation, maybe that wouldn't have been the case. Am I wrong?"

The man remained silent. He had underestimated Allen. As long as he didn't admit fault and could justify his actions, there was nothing he could do. On paper, the results spoke for themselves—and objectively, even the Commission operated under a bit of "the ends justify the means."

....

After a short break, they resumed the interrogation.

"May 23rd, 7:56 AM. A man was seen running naked down the street carrying a trash bag... When he was arrested, he claimed that a young white-haired hero forced him to run naked to the garbage dump."

Allen shrugged with a faint smile. "White hair? That could be anyone. But I suspect Shoto Todoroki. You should arrest him, and don't forget to search him thoroughly—I've heard some prisoners hide things up their butts."

Somewhere, Todoroki felt a chill for no reason.

Rebecca – Hahaha.

Harley – You're evil, I love it, hahaha!

Shizuka – That's not right~

McDragon – With friends like you, who needs enemies?

'Friends? When did I become friends with Todoroki? Though if his sister is cute, I might consider becoming his brother-in-law… but that's a separate matter.'

A vein bulged on Kaito's forehead.

"The man described the hero as a ridiculously handsome guy, wearing a black superhero suit with scarlet details and an elegant red cape… are you sure that wasn't you?" Kaito asked mockingly.

Allen shook his head once, then sighed in resignation.

"Fine, you got me—it was me. But everything had proper justification."

"Yeah, sure. Throwing away trash..."

Allen crossed his arms and spread them dramatically. "Of course! The guy was shamelessly littering in the street—what was I supposed to do?"

Kaito slammed the table. "You could've just made him pick it up!"

Allen made an exaggerated offended face.

"Me? Forcing someone? No, of course not… I would never do that. I didn't force anyone at any point. The man took off his clothes and ran naked on his own."

Kaito said nothing, but his dry, lifeless eyes stared at Allen until he continued.

"Alright, I did say something to myself—that there was a curse for people who litter. It's said that anyone who does so on May 23rd will receive a visit from the Garbage Fairy, who gives candy to good children… and shoves trash up the rear of bad ones."

"..." Kaito slapped his forehead.

"Also.... yeah... maybe my eyes, tone of voice, and aura at that moment were a bit terrifying—but I never forced him."

....

"May 23rd, 9:13 PM... A man arrived at the hospital bleeding. Diagnosis: loss of testicles due to a massive impact to the groin area..."

"Yeah, I did that," Allen said emotionlessly.

Kaito was actually surprised that Allen had finally confessed—that had been his goal—but he grew curious at the look in Allen's eyes.

"What did he do?"

"He kicked a puppy."

Kaito remained silent. He adjusted his glasses and casually tossed the photograph into the trash.

"Well, this matter seems irrelevant. We'll discard it."

"Heh, looks like someone got sentimental~"

"..."

"Come on, Kaito. It's just between us. I mean, you want to throw me in a cell, and I want a burger—that practically makes us friends. Maybe even brothers… don't you think?" Allen smiled.

Kaito felt like he needed antacids. He stood up and walked toward the door.

"Hey, bring me some donuts or something—I'm hungry."

Kaito stopped and looked at Allen. He wasn't afraid to admit it—Allen was the most difficult person he had ever interrogated in his entire career.

A/N: Kaito is mentally very strong; others would have already jumped on Allen to beat him up—not that they could, but they'd try.
