The Third Agenda
"This is the third agenda item." Jinghang pointed at Madara standing in the distance. "Concentrate the power of all seven major villages—and take him down."
Kitsuchi swallowed hard.
Sweat beaded on his forehead.
"Is he... really Uchiha Madara?"
Jinghang's eyes narrowed.
"What's wrong, Tsuchikage? Scared?"
(This guy's already retreating before the battle even starts.)
Jinghang thought of Ōnoki. The old man was seventy when he charged twenty-five Susanoo head-on. Got beaten half to death—but never lost face.
(Where's your village's Will of Stone? Can't see a trace of it in you.)
Kitsuchi didn't try to hide it.
"I won't lie." His voice was steady, but his hands trembled. "I am scared."
He looked at the other Kage.
"When I was young, my father told me a story. You all know the strongest Tsuchikage in our history was the Second—Mū."
The Story of Mū
"Years ago, the Second Tsuchikage wanted to ally with Konoha. To show good faith, he brought only my father as a guard and traveled to meet the First Hokage."
Kitsuchi's voice grew quieter.
"He never met Hashirama Senju."
"Halfway there, they ran into Uchiha Madara."
"And Madara was in a bad mood."
"He nearly killed them both. Those bandages the Second always wore?" Kitsuchi gestured to his torso. "Fire Release burns. From that battle."
He looked down.
"My strength is far below my father's. And compared to Uchiha Madara?" He laughed bitterly. "The gap is even wider."
"Then go kowtow to him right now!" The Third Raikage's voice was ice. "See if he spares you!"
Kitsuchi flinched.
"Can't you see?" Jinghang's tone was calm. Cold. "Today is already a fight to the death."
Amamiya leaned forward. "What do you mean, Kazekage?"
"I chose Kirigakure for this summit because intelligence indicated Madara was hiding here." Jinghang's eyes never left the distant figure. "The third agenda was to combine our forces and eliminate him."
He smiled without humor.
"Seems the old bastard caught wind of it. Went all-in. Used Impure World Reincarnation to come fight us to the death."
His voice hardened.
"Today's situation is binary: he dies, or we die. No third option."
He looked at each Kage in turn.
"Fight back with everything you have—or bare your necks for slaughter. Your choice."
The room went silent.
A, Hiruzen, Amamiya, and Pain already knew the stakes.
Without a word, they stripped off their ceremonial robes. Combat gear underneath.
Jinghang caught Pain's arm.
"Little brother—you don't need to undress."
"You're not wearing combat gear underneath. Fighting shirtless would look ridiculous." Jinghang smiled. "This way is fine."
Pain nodded slowly.
(He always listens.)
"In that case—" The Third Raikage cracked his knuckles. "—we're just moving the battle up. Saves us the trouble of hunting him down."
"Exactly." Hiruzen's voice was steel. "This man is Konoha's eternal shame. Today—we purge the traitor."
"Then I'll risk everything alongside you!" Yagura's grin was fierce. "Yutaka! Bring me my Flower Iron Staff!"
Kitsuchi took a breath.
"All the ninja world's strongest are here." His hands steadied. "If we can't take him down even like this—we'd just be killed wherever we fled."
He met Jinghang's eyes.
"Better to stand and fight."
Jinghang nodded.
(Good. With resolve comes hope.)
The Eighth Kage
"Good!" Jinghang's voice rang out. "Today we combine the power of eight Kage—eliminate this scourge—and end the wars forever!"
Yagura frowned. "Eight Kage? We only have seven."
"Almost forgot." Jinghang pulled out a kunai. Threw it into open ground.
Then drew a bamboo tube from his robes.
Pulled the string.
A firework bloomed in the sky.
White smoke erupted where the kunai landed.
And standing there—
—arms crossed, blue armor gleaming—
—was Tobirama Senju.
"Jinghang." His voice was sharp. "You found him already?"
Jinghang smiled bitterly. "Second Grandpa—I didn't find him. He came to our door."
He gestured to the assembled Kage.
"Everyone—Second Hokage of Konoha, Tobirama Senju."
Kitsuchi and Yagura's eyes lit up.
(A legendary ninja. With him here—)
"Where is he?" Tobirama's tone was clipped.
Jinghang pointed out the window.
Tobirama looked.
His eyes blazed.
"Ha!" His finger—resting on his shoulder—twitched. Like a trigger finger. "It really is him."
"Mizukage." Jinghang turned to Yagura. "I owe you an apology."
Yagura blinked. "For what?"
"I have five thousand ninja lying in ambush in the nearby waters."
Yagura's face went blank.
"It's not aimed at Kirigakure," Jinghang added quickly. "I know your village is short on forces. This detachment is here to deal with Uchiha Madara."
"Kazekage... you're already here. What can I say?" He laughed without humor. "Right now, all of Kirigakure could barely scrape together five thousand ninja. How could I object?"
"They're landing on the east coast. Should be here in an hour."
The Kage straightened.
(Five thousand reinforcements. We can do this.)
Tobirama didn't wait.
"I'll face him first." His voice was eager. Hungry. "You all—deal with those things below."
Reappeared mid-air—rocketing toward Madara.
Jinghang grinned.
"Now that's pure hatred. Couldn't wait even a moment." He looked at the others. "How about we clear out the small fries first? Save the kids some energy."
"Sounds good!" The Third Raikage's body blazed blue. "I'll take first blood!"
He exploded forward.
The other Kage exchanged glances.
