Chapter 17 - Establishing the First Citadel

The grand auditorium was packed with over one hundred and fifty surviving students and faculty members in breathless anticipation.

"Quiet down and take your seats across the main floor!" the defender called out, her powerful voice echoing off the balcony walls.

"The First Player is about to announce the sovereign constitution of our sanctuary!"

"Listen carefully to every single word," the dark-haired striker added, resting her hand on the hilt of her sheathed blade.

"These rules determine who eats, who stays, and who is cast out beyond the perimeter."

"Every resident will have a clear role in our community," the frost mage said, standing at the right side of the stage.

"Order and discipline will ensure that nobody starves inside these walls."

"We have plenty of room in the residential wings for everyone who is willing to work," the plant user added, adjusting her supplies.

"Safety and cooperation are our greatest assets in this new world."

The First Player stepped onto the auditorium stage, his dark coat billowing gently in the breeze from the open double doors.

Behind him, a holographic system projection of the East Wing territory map floated in vibrant blue and amber runes.

"Welcome to the First Citadel," the youth began, his calm voice commanding absolute silence throughout the echoing hall.

"The world you knew yesterday is dead, and the old government is never coming back to save you."

"If you want to live through the Cataclysm, you will live by our laws."

"Law One is our guarantee of basic human dignity and survival," the sovereign stated, gesturing toward the glowing ledger on the podium.

"Every registered resident receives clean water, a daily survival ration, urgent medical treatment, and safe shelter inside our walls."

"However, additional privileges, private quarters, luxury goods, and skill manuals must be earned through contribution credits."

"You can earn credits through wall construction, greenhouse farming, perimeter defense, or joining active resource gathering runs."

"Nobody eats feasts while others bleed on the ramparts."

"We reward effort, courage, and dedication to the common defense."

"How do we exchange these credits for equipment?" a student from the track team asked, stepping forward from the front row.

"Can we purchase weapons and armor forged from monster materials?"

"Yes, the Citadel armory will open tomorrow morning," the youth replied with a nod.

"You can trade contribution credits for reinforced leather gear, forged blades, and monster core enhancements."

"We will also provide elemental resistance potions brewed by our herbal division."

"Those who demonstrate combat aptitude will receive specialized training from our squad marshals."

"You will learn how to target monster weak seams and coordinate party tactics."

"And what about law enforcement?" a surviving teacher called out from the third row, raising a trembling hand.

"Who decides our punishments if someone commits a crime?"

"That brings us to Law Two," the First Player answered with cold, unwavering clarity.

"Violence, theft, and betrayal will be tried before a five-member survivor council with open evidence and a right to answer."

"Every accused person will have the right to speak and present witnesses before a verdict is rendered."

"However, treason and physical betrayal during monster incursions carry immediate capital punishment without appeal."

"We will not tolerate backstabbers while our fighters risk their lives on the front line."

"Our community is built on absolute trust and mutual protection."

The auditorium erupted into enthusiastic applause as students and teachers realized that order and fairness had finally returned to their world.

"Next, I am appointing the four marshals who will oversee our core divisions," the young leader announced, looking down at his four companions.

"Kendra is appointed High Marshal of Fortifications, in charge of structural defenses and perimeter walls."

"I will turn this school into an impregnable fortress!" the defender declared, slamming her fist against her chitin shield with a loud crack.

"No monster or raider will ever breach our outer perimeter!"

"Vasa is appointed High Marshal of Energy and Resources, managing water purification, power distribution, and inventory vaults."

"Every drop of purified water and every kilowatt of generator power will be accounted for," the frost mage promised with a confident smile.

"Emilia is appointed High Marshal of Agriculture and Medicine, overseeing greenhouse crop cultivation and field hospital supplies."

"Our herbal gardens will produce fresh food and healing salves for hundreds of survivors every day!" the plant user beamed.

"And Yeda is appointed First Marshal of Vanguard Operations, commanding our frontline scout squads and expeditionary strike teams."

"If any enemy approaches our territory, my scouts will sever their advance before they see our walls," the dark-haired striker vowed, stepping onto the stage.

"We will claim every resource cache within ten miles of this Citadel!"

With the leadership structure established across the sanctuary, the youth retired to the private council chamber above the clocktower to complete his class selection.

A radiant golden notification hovered in his vision, presenting three prestigious class evolution paths with detailed stat requirements.

The steel blade hummed with terrifying frequency as a razor-sharp purple rift encased the metal edge, cutting through the ambient air with silent ease.

"This blade will slice through boss armor like wet paper," the youth murmured in satisfaction, dispelling the spatial aura.

Footsteps echoed along the spiral staircase as the dark-haired striker stepped out onto the breezy rooftop terrace, carrying two cups and a bottle of scavenged red wine.

"Congratulations on achieving your class evolution, Lord Sovereign," she teased softly, leaning against the parapet beside him.

"You look even more dangerous than you did during the summit battle."

"We both grew stronger today," the young leader replied, accepting a cup as she poured the crimson liquid into the vessel.

"The First Citadel has over nine hundred residents between the students and military refugees."

"We built something real out of the ashes in less than twenty-four hours."

"To the First Citadel," she said, raising her cup into the moonlight.

"And to the two fighters who will lead humanity to the top of the food chain."

"To our sovereign future," the youth answered, clinking his cup against hers before taking a slow sip.

They stood shoulder to shoulder in the cool night air, looking out over the glowing perimeter lights of the school.

"You know... I never thought I would find someone who sees this apocalypse the same way I do," she murmured, turning her dark eyes toward his face.

"Most people cry for the past, but you and I... we see the opportunity to conquer."

"Weak people seek excuses, while strong people seize control," she added, taking a small sip of wine.

"The old world was a cage of mediocrity," the youth said softly, meeting her intense, searching gaze under the stars.

"The System gives us the power to forge our own destiny without bowing to anyone."

"Every monster we slay and every territory we claim makes our position more unshakeable."

"Then let's forge it together," she whispered, leaning in to brush her lips gently against his cheek before smiling with fierce pride.

"I will always be your sharpest blade, First Player."

"We will conquer every dungeon sector in this city side by side," he promised, looking into her fierce dark eyes.

"No rival guild and no dimensional monster will stand in our way."

"We will build a fortress that outlasts the apocalypse."

Suddenly, the rapid clatter of footsteps shattered the peaceful silence of the roof as a breathless scout burst through the doorway.

"Lord Sovereign! First Marshal!" the scout gasped, clutching his knees as he fought for breath.

"A massive dust cloud is moving toward the south gate along the main highway!"

"Our lookouts spotted at least five hundred goblin scavengers led by twenty-five heavily armed human outlaws!"

"They are driving enslaved beasts and calling themselves the Iron Dogs!"

"Their leader is an awakened brute named Derek who wields a flaming battleaxe!"

"They demand we hand over our supplies and submit to their chieftain within thirty minutes, or they will burn our gates down!"

The youth set his cup down on the ledge, his eyes glittering with cold, predatory amusement.

"Five hundred scavengers and twenty-five human outlaws," the young sovereign said, drawing his blade as `[Void Edge]` flared to life in brilliant midnight purple.

"They brought us free experience points and raw materials right to our front door."

"Let's go test our new skills on these bandits," the striker grinned, drawing her frostblade with a lethal hiss.

"We will make an example out of their entire raiding party!"

"Sound the general alarm and assemble the Citadel defense militia!" the First Player commanded, descending the spiral steps.

"Tonight, we show the wasteland what happens to anyone who threatens the First Citadel!"
