Acting Captain-Commander Yanagi Danzō summoned the Captains of all divisions to the 1st Division meeting hall.
"Everyone is here, huh."
When Kyōraku Shunsui stepped into the meeting hall, he realized he was the last one to arrive.
Yanagi Danzō's face didn't look good. It was the first time organizing a morning meeting, and someone was already late.
"As Captains of each division, I hope you can set an example..."
"My Lieutenant sent over some documents temporarily this morning, so I had to spend some time dealing with them."
Kyōraku Shunsui scratched his face innocently.
Actually, he had just been dragged out of bed by his Lieutenant.
But he refused to admit it, so what could Yanagi Danzō do to him?
"Come earlier for future morning meetings. Don't waste everyone's time waiting for you."
Yanagi Danzō suppressed the urge to throw Kyōraku Shunsui out.
"Since everyone is here, let's start today's morning meeting."

After Yanagi Danzō spoke at length for more than ten minutes, Isshin Shiba finally couldn't take it anymore.
"What are you babbling about? Just tell us what to do directly!"
"Don't interrupt me..." Yanagi Danzō frowned.

But his face only went that far. Coming to a morning meeting every day was absolutely impossible.
"The Department of Research and Development is also working overtime to develop better Hell Miasma antibody drugs," Sora spoke up.
"We need to allow the Hell Expeditionary Force to stay in Hell longer for deeper exploration. I'm afraid I don't have that much time to attend meetings."
"However, I can send someone over to follow Acting Captain-Commander Yanagi's orders."
Sora didn't plan to come to meetings every day either. With that time, he might as well teach his disciples.

Yanagi Danzō's face sank.
Morning meetings were a daily routine in Central 46. He had been attending meetings for hundreds of years and it had become a habit long ago.
So, in his opinion, popularizing the morning meeting system in the Gotei 13 was just going with the flow.
He didn't expect to meet opposition from so many Captains.
"Sure enough, after Yamamoto Genryūsai Shigekuni left, the say in the Gotei 13 has almost fallen to Sora Katori..."
Yanagi Danzō's biggest worry had happened.
The morning meeting was also irrelevant to him. Deciding to implement the morning meeting system was to conduct a compliance test.
The result was obvious. The Captains didn't intend to listen to his command at all. Coming to a morning meeting today was already giving him face.
Moreover, more than half of the Captains looked to Sora Katori for cues. This made Yanagi Danzō feel a strong threat.

Yanagi Danzō took a step back, but still insisted on holding the morning meeting.

"The 2nd Division's Onmitsukidō, the 6th Division's Noble Command Unit, and the 7th Division's Internal Court Guard Unit also have overlapping duties."
"Arresting Shinigami or noble criminals, as well as searching for evidence in relevant cases, is sometimes the responsibility of the Onmitsukidō, and sometimes the responsibility of the Noble Command Unit or the Internal Court Guard Unit."
"Not only that, the Onmitsukidō is sometimes responsible for intelligence gathering outside the Soul Society, which overlaps with the function of the 8th Division's Intelligence Unit."
"The 10th Division, as the Patrol and Guard Unit, is responsible for patrolling and stationing in the Soul Society and the World of the Living, but the 13th Division's Purification Unit also has relevant duties."
"Therefore, I intend to redefine the authority and management scope of each division to avoid overlapping and unclear responsibilities."
Yanagi Danzō's words made the Captains look at each other.
Everyone guessed that Yanagi Danzō would make some moves after taking office.
But they didn't expect Yanagi Danzō's steps to be so big, wanting to disrupt and reorganize the framework set by Yamamoto Genryūsai Shigekuni as soon as he took office.
"So that's it..."
The look in Sōsuke Aizen's eyes behind his glasses became deeper.
Last night, he received a message from Yanagi Danzō's subordinate.
The letter said that if he was willing to support Yanagi Danzō's work, the power and jurisdiction of the 5th Division could hopefully be further expanded.
Love Aikawa and Kensei Muguruma also received the message.
Love Aikawa realized this point and frowned immediately, thinking about the pros and cons.
Kensei Muguruma, however, didn't react at all.
Yanagi Danzō didn't want to leave evidence, so the letter was written quite vaguely.
Kensei Muguruma thought it was just a polite greeting from the new leader. After looking at it a few times, he threw it aside.
