The Monarch Organization in the monster movie universe is a human organization specialized in researching and locating giant monsters, sometimes intervening with armed forces when necessary.
In the Yu-Gi-Oh World, there's Godzilla, there's Ghidorah, so it seems reasonable to have the Monarch Organization as well.
The transport plane steadily stopped in front of Youyu. The rear hatch opened, dropping onto the ice like a gangway.
The first to emerge was a fully armored team, uniformly dressed in standard combat attire, with black steel helmets, armed to the teeth, their faces completely covered.
Youyu's hand remained in his pocket, but Dark Magician Girl immediately jumped out alertly, positioning her small frame in front of her master, full of vigilance guarding against this group of people potentially harming him.
A person walked down from the back of the cabin. Unlike the armed soldiers, this person wore glasses on his nose, dressed in a jacket with a tie, clearly a civil official.
"Mr. Youyu!"
The person approached passionately, seemingly preparing for a handshake. However, Dark Magician Girl held her Small Magic Staff in front of him, making him freeze awkwardly.

Sometimes he felt those three tsundere were really like three big cats, and he was just their caretaker.
Unlike the commanding Pharaoh King that nobody dares to disobey, those three weren't Youyu's servants.
When you call them, in principle, they have no obligation or reason to heed you, it's only possible to summon them because they want to step out for a breath of air or want to do their poop scooper a favor.
"Okay, let me guess," Youyu said, "Wouldn't happen to be called Serizawa, would you?"
The person adjusted his glasses in surprise: "How did you know?"

Dr. Serizawa is the monster expert in the monster film series—especially Godzilla's expert. He is a typical "symbiosis advocate," insisting humans should coexist peacefully with monsters, and has attempted many times to interact with Godzilla.
In the parallel world, there's Godzilla, so having a Serizawa seems naturally justified.
Considering this is the Yu-Gi-Oh World, accordingly...
"Just now that Kaiju," Youyu asked, "was it you who summoned it?"
Serizawa hesitated, somewhat surprised.
"Mr. Youyu has an even sharper perception than rumors describe. Yes, it is my comrade, my old friend."
As he spoke, he had already taken out the card, showcasing it to Youyu.

"Kaiju." Youyu said.

Dr. Serizawa simply explained about their organization.
Decades ago, before human governments widely recognized and accepted the existence of Duel Monsters, Kaiju had already appeared in the public's sight.
A shipwreck incident drew the attention of relevant departments to these colossal organisms, birthing the Monarch Organization. Their initial purpose was to research and eliminate those giant species which could pose threats to humans.
Back then, just after its establishment, the Monarch Organization encountered its first Kaiju and faced setbacks.
Humanity's inflated confidence in thermal weapons proved powerless before gigantic Kaiju, their firepower barely had any effect. To the eyes of that big guy, an entire fleet was as good as meat buns sliding into his hands, devoured clean in no time.
That's when something more shocking occurred—the emergence of Godzilla.
Of course, here it was named "Dogoran" by the Monarch program.
Godzilla suddenly attacked, with ease schooling that fleet-devouring Kaiju, a blast of "Atomic Breath" turned it to ashes, shocking the then US president for a hundred years.
Godzilla, satisfied with both food and drink, began his post-meal walk, but scared the then US silly. Right after the war ended, with mushroom clouds filled in their minds, they immediately approved nuclear weapons service.
Of course, but still no damn use.
If it were the orthodox monster world view, the next phase might just be the era of upheaval, namely the revival of various ancient monsters, and the prehistoric beast clash phase.
But fortunately, this is the Yu-Gi-Oh World. Facing ancient Kaiju with no resolution, the Monarch Organization luckily found besides artillery, an effective method to deal with Kaiju—

Pegasus' discovery stimulated the swift global craze for Duel Monster games, the potential of the "Darkness Game" and monster spirits gradually uncovered.
This provided the Monarch organization with a fresh entry point, an unimagined path.
...And thus we have the card in Dr. Serizawa's hand today.
"So... you solved the decades-long Kaiju problem through dueling?" Youyu asked.
"Pretty much." Dr. Serizawa smiled, "Thanks again to Mr. Pegasus J. Crawford. Who knows? Without him, we might still be developing new missiles to counter Kaiju... Ha, that would be way too foolish."
"Uh... Yes." Youyu coughed.
To be honest, not thinking about dueling and always developing missiles and cannons to solve problems is...rather foolish.
"The times are changing, we're busting into the waves of a new era." Dr. Serizawa shrugged, "Right now only America remains clinging to their missiles and cannons... but we all know those toys are close to obsolete.
I've dealt with their politicians and officers; their heads are filled with their mushroom eggs—no new creativity after all these years."
While it sounded odd, Youyu indeed found it hard to disagree.
Nuclear weapons look formidable yet truly aren't effective. They can't deal with Kaiju, can't solve the Light of Destruction, can't handle Sok, can't handle Dartz...
...Well, seems they have no real use.
"Speaking of which."
Dr. Serizawa smiled and took out a Duel Disc.
"Mr. Youyu, although it may be a bit presumptuous... my old friend wants a duel with you."
