Once the talent and strength check out, next is identity. If one has an identity related to the Hokage, such as being a Hokage's disciple, or even a Hokage's student or guard, then the chances of becoming Hokage are greater.
Lastly is reputation. The Hokage won't be a nameless ninja; greater reputation can also increase the chances of becoming Hokage.
Obito's talent will undoubtedly make him a strong figure like the Sannin, so there's no problem in that aspect.

Though not very interested, as it was a free gain, Obito happily accepted it.
Having achieved his goal, Obito didn't linger, worried that Uchiha Itachi might ask him a mind-boggling question again.
"Itachi, you should learn from Obito more."
Watching Obito's departing figure, Uchiha Fugaku said expectantly as he patted Uchiha Itachi's head.
Besides Obito, Shisui's performance was also excellent. If his son, Uchiha Itachi, could be like Obito and others, it would truly be a revival era for the Uchiha.
