Kenneth stared at Lucien, surprised that that was the thing he was most concerned about.
He wracked his brain trying to recall the piece of information he'd kept buried all those months ago about the man who'd robbed the original Kenneth.
"He was a man, kind of tall, a little emaciated. His last name was…Bennett I think and he was unregistered. Actually, now that I think about it, what does being unregistered even mean?"
"Unregistered people aren't recognized in the system. They don't have access to benefits, governmental assistance, and an identity. Robberies are rare in Caüs, but they can happen sometimes."
Kenneth blinked. So unregistered people were basically like the unhoused.
