Bonding had always been a double-edged sword. Traditionally, it was used to protect an omega from other alphas in a lawless world. But in the same lawless world, it was also used as a claim of possession to enslave the weaker omega.
Now that the laws were in place, most wouldn't risk the second thing happening by deliberately making a bond. The law of protection was far from perfect, but it at least gave the omegas a higher survival rate than those mistakenly bonded to a wolf in sheep's clothing.
