I. WHAT THE GEOISE ARE

The Geoise are not a council. They are not a committee. They are not elected, inherited, or appointed. They are a permanence — seventeen beings who have existed so long that the world has simply restructured itself around them, generation after generation, civilization after civilization.

To the public, the Celestial Dragons are the apex of civilized power. Below them — the Marines, the Cipher Pol, the World Government. Above them — nothing. This is the lie that sustains order. The truth is the Geoise.

Seventeen individuals. Each over one thousand years old in the inner circle. Each having survived the Void Century. Each having bent their lifespan through means that vary from forbidden science to metaphysical contract to biological evolution so extreme it defies categorization. They do not age in any visible sense. They do not die unless they choose to — or unless something capable of ending them finds a way.

The seventeen divide into two tiers. The Seven Public Elders are the face — visible to the high ranks of the World Government, known to be powerful, understood to be above the Celestial Dragons. They speak. They appear at summits. They sign decrees. They are the mask.

The Ten Secret Elders are the truth behind the mask. Unknown even to most Celestial Dragons. Each commands a sovereign domain — a world, a dimension, a concept — and each possesses an Avatar Form: a physical manifestation of their power so vast it is treated as a mythological entity by any civilization unlucky enough to encounter it.

Above even the Secret Ten sits IMU — the singular ruler whose will supersedes the entire structure. She communicates with the Secret Ten personally. She communicates with the Public Seven through the silence of the Empty Throne.

II. IMU — THE SILENT THRONE

IMU does not speak to the Seven Public Elders directly. She does not need to. The Seven have spent centuries learning to read the gravity of her silence, the shift of the Empty Throne's position, the temperature of her presence when she moves through the Tower Complex.

The Ten Secret Elders are another matter. IMU communicates with them personally — not through intermediaries, not through written decree, not through the Dragon Knights. She finds them. Wherever they are across the worlds they govern, she finds them. No one knows how.

IMU is of the Void Walker bloodline — a race immortal by nature, not by ritual. They do not age. They do not require longevity serums or forbidden science. They simply persist. Void Walkers can die, but only if they choose to, or if something finds them in the True Void — the space between all spaces, the gap that underlies every world's foundation.

The Stellar bloodline — the bloodline that every 800 years produces two descendants capable of partial Void Walking (a mother, then the child) — traces directly to IMU. She is the origin point. Monkey D. Luffy carries this blood, diluted across centuries, dormant until the 800-year alignment. IMU is aware of this. She has always been aware of this. She let the line continue for reasons she has not disclosed to anyone, including the Secret Ten.

IMU — Combat Profile

No combat record exists in any archive, restricted or otherwise. This is not because she has not fought. It is because no account of a battle involving IMU has ever been completed, filed, or survived.

She can traverse the True Void — a space where conventional physics, haki, nen, and magic do not apply.Passive omniscience across every realm connected to the In-Between through the Void network.Void Walker biology: damage does not accumulate in conventional space. She cannot be permanently harmed outside the True Void.The 800-year bloodline inheritance is a deliberate cultivation project. Its endpoint is unknown.

III. THE TEN SECRET ELDERS

Each Secret Elder is what happens when a being lives beyond the boundaries of a single lifespan and a single world. They have each claimed dominion over a concept — a domain simultaneously philosophical, physical, and political. Their Avatar Forms are not costumes or transformations. They are expressions of what the Elder has become across a thousand years of absolute mastery.

Each is a master of both Haki and Nen at their absolute ceilings. The combination — internally called Resonance — produces effects neither system can explain alone. Most beings develop one or the other. The Secret Ten have had a thousand years to fuse them.

Guerrilla is a world that has been built and destroyed so many times that its geology is indistinguishable from its architecture. Layers of collapsed civilizations form the ground itself. Khosrow Rilla built all of them. He also brought all of them down.

He is the oldest of the Secret Ten by Geoise archive reckoning. What he looked like before the Cipactli transformation is not recorded. What is recorded is that he chose Cipactli not because it was forced upon him but because it was honest — a great crocodilian earth-monster from ancient Mesoamerican myth, simultaneously the foundation everything stands on and the hunger that eventually swallows it.

He governs both sides of the same coin: he knows how to raise anything from nothing, and he knows exactly where to strike to bring it back to nothing. He has been the architect behind every major government fortification the World Government has ever built, and he has been the reason several of those fortifications no longer exist.

Note: Khosrow has no interest in philosophy or debate. He is the most action-oriented of the Secret Ten and the most economical with words. He finds the Public Elders exhausting.

Arrakis is a desert world — entirely. No surface water. Savage storms capable of scouring metal. Heat gradients that kill exposed organisms within hours. It is also the most resource-rich world in any domain, containing deep-buried aquifers, mineral deposits of impossible purity, and a spice-adjacent substance the Geoise have harvested for centuries for use in longevity chemistry.

Sutekh did not create Arrakis. He found it, survived it, and then — over two centuries — tamed it. Not by making it less lethal. By becoming more lethal than it.

His Sand Dragon state is not a transformation he undergoes willingly or frequently. It is what happens when Sutekh stops suppressing what he has become — the sand of Arrakis responding to him as an extension of his nervous system, storms obeying, dunes reshaping, something vast and serpentine rising from beneath the surface.

He governs resource extraction for the entire Geoise apparatus. Every serum, every longevity treatment, every exotic material used by the Dragon Knights traces its supply chain back to him.

— Combat Capabilities —Sand Dragon Avatar: Body dissolves into and re-coalesces from sandstorm matter. Cannot be struck while dissolved. Strikes everything within the storm simultaneously.Storm Command: Arrakis-class storms generated and directed with precision — surgical at small scale, apocalyptic at large. Observation Haki fused with storm-sense: Perceives anything within the boundary of a storm he controls.Survival Absolute: Cannot be dehydrated, overheated, or suffocated. Note: Sutekh is pragmatic to the point of being unsettling. He has no concept of excess — only of what is needed and what is not. He does not punish for cruelty. He removes what is inefficient.

Eldrathia is a world where the invisible forces that underpin all others — haki, nen, magic, spiritual energy — exist in a visible state. Power has color and weight here. The sky is never the same twice because it reflects the ambient energy fields of the world's inhabitants and of Iasion himself.

He is the only being who fully understands the relationship between all three major power systems: haki (the life-force of will), nen (the refined aura of life energy), and magic (the older, wilder system that predates both). He was present when the distinctions were first formalized. He helped write them — partly to organize understanding, partly to limit what others could access.

His Djinn form is not demonic. The Jinn of ancient tradition were beings of smokeless fire, shapeless and infinitely capable, older than humankind. Iasion's Djinn state reflects this: pure visible Nen-Haki Resonance, no fixed form, a vast luminous entity of shifting color and impossible geometry.

He is responsible for the Seraphim energy architecture. The Geoise did not understand how to give the Seraphim their Haki base until Iasion solved it.

— Combat Capabilities —Djinn Avatar Form: Pure energy body. Physical attacks pass through or are absorbed and redirected. He has no organs to damage.All three power systems simultaneously active — Haki, Nen, and Magic run as parallel processes with no interference.Power Unweaving: Can identify and dismantle any Nen construct, Haki application, or magical binding. Can unravel Devil Fruit awakenings with sustained focus.Energy Absorption: Attacks made of energy (lightning, fire, raw haki projection) are absorbed and added to his output.Resonance Induction: Can forcibly trigger the Haki-Nen fusion state in any individual within range — including those unprepared for it, causing catastrophic feedback in their body.

Note: Iasion is the closest the Secret Ten have to a philosopher. He maintains an archive on Eldrathia that is the most complete record of anything that has ever happened in any world. He does not share it.

4546B is an ocean world — no landmass above the waterline. Below: an entire civilization of depth-adapted life, thermal vent ecosystems, and at the very bottom, in pressures that would crush standard vessels, something vast moves. That something is Ingumēraz.

He governs what no one talks about and what happens to those who talk about what they should not. He is the executor of punishments beyond the reach of the Dragon Knights — things that cannot be done by a person, only by something that has become so aligned with consequence that consequence itself acts through it.

His Leviathan form is not from 4546B's native fauna. It is what he has become. The transformation is not reversible. He spends months at a time in the deep water in this form — not out of necessity, but because the deep is where secrets sink.

He is also a space swimmer — a being that can navigate the vacuum between star systems as naturally as ocean water. He has been beyond the solar system's boundary and returned without incident.

— Combat Capabilities —Abyssal Leviathan Avatar: A creature of indeterminate scale — estimates range from 800 meters to several kilometers. It continues to grow.Void Pressure: Generates abyssal pressure (thousands of atmospheres) in any space he occupies — a passive weapon in atmosphere, vacuum, and water identically.Absolute Silence Field: No sound, signal, or Transponder Snail transmission functions within his radius. Secrecy, physically enforced.Space Swimming: Transit between planetary bodies without a vessel. Cadia is a fortress world. No civilian population. No agriculture. No commerce. The fortress, and those who defend it, and the vast vaults beneath containing everything AviCa Diatus has collected, captured, classified, and locked away across eleven centuries of artifact acquisition.

He is the Geoise's quartermaster in the most extreme possible sense. Every relic-tier weapon used by the Dragon Knights passed through his hands first. Every dangerous artifact recovered by CP0 ends up in Cadia. Every piece of military equipment the Geoise has ever developed was reviewed, approved, or designed by AviCa Diatus.

His Rune Guardian form is the result of a thousand years of ambient exposure to the artifacts in his care — runic energies, demonic contracts, divine weapons, void-tech — written into his body. He is covered at all times in slowly shifting runes that activate depending on what he needs.

The Cadians — Cadia's military force — are the closest thing to a standing army the Secret Ten possess. They answer only to AviCa Diatus, and through him, to the Geoise.

— Combat Capabilities —Rune Guardian Avatar: A massive armored construct of layered runic plate, twenty meters tall, covered in active glyphs.Living Armory: Can manifest any weapon from the Cadia vaults as a Nen construct — a perfect duplicate of the original artifact.Rune Inscription: Can inscribe a rune onto any surface mid-combat, creating delayed effects — explosions, seals, barriers, or counter-triggers.Artifact Mastery: Any artifact he holds operates at its absolute ceiling. Cursed artifacts do not affect him. Cernunnos does not live on Earth. He moves through it. The Monsterverse Earth — a world where the Titans exist, where Godzilla surfaces periodically to maintain a balance predating human civilization — is built on the logic of nature's absolute authority. Cernunnos recognized something familiar.

He is the oldest practitioner of the Beast Bond — a Nen application so ancient it predates the formalization of Nen itself, where a being's Nen signature harmonizes with the natural world so completely they are treated as part of it rather than a foreign body. Godzilla does not attack Cernunnos. The Titans tolerate his presence. Not because he controls them — because he is, to their sense of the world, indistinguishable from the environment.

His Anaye avatar draws from Navajo tradition — the Anaye were monster-beings, the un-people, things that came before order. His form does not conform to a single shape. It is defined by wrongness: an entity assembled from elements of the natural world in configurations that violate its own rules.

He is the least interested in the Geoise's political operations of any of the Secret Ten. He attends councils because Iasion asks him to.

— Combat Capabilities —Anaye Avatar Form: A massive entity assembled from living natural matter — rock, root, bone, storm. Its form is not stable. It is always slightly wrong.Beast Command: Any non-sapient creature in his vicinity becomes an extension of his intent — not controlled, but aligned. They act as he would want because they sense it is correct.Nature Dominion: Can accelerate, reverse, or redirect natural processes — growth, decay, weather, geological activity — across a region.Titan Resonance: On Earth specifically, can communicate with and be heard by the Titans at a basic level.Predator Sense: Absolute biological awareness of every living thing within range. Heartbeat, health, emotional state, intent.Natural Regeneration: Heals by drawing from the environment. In any living ecosystem, his regeneration is nearly continuous.

Note: Cernunnos is the only Secret Elder who has expressed something resembling affection — for animals, not people. He has spent decades in the company of single creatures he found interesting. The other Secret Ten do not question this.

Musilor is a world where sound is infrastructure. Buildings resonate at specific frequencies serving structural purposes. Communication is tonal. Warfare is conducted through sonic weapons refined over millennia. Auðun spent four hundred years learning everything it knew before integrating it into himself.

He is also the Geoise's foremost tactical theorist. Every Dragon Knight deployment plan, every Cipher Pol operation architecture, every political maneuver the Geoise has made in the last six hundred years has had his fingerprints on it. Not in the records — in the structure of the operation itself. You can identify his work by the way it plays out like a composition: theme, variation, resolution.

Huehuecoyotl — the old coyote, the trickster, god of music and dance and mischief, who is also a god of war in the way that clever things are always eventually weapons. His avatar reflects this: unpredictable, shape-adjacent, arriving from unexpected angles.

He is the only one of the Secret Ten who genuinely enjoys himself. The others treat their longevity as a condition. Auðun treats it as a rehearsal period.

— Combat Capabilities —Huehuecoyotl Avatar: A massive trickster-deity form — shifting, coyote-adjacent, wreathed in sound-wave constructs visible as color.Sonic Weaponry: Every sound he makes is a weapon if he needs it to be. Frequency-targeted destruction, resonance-induced structural failure, sub-sonic paralysis.Perfect Tactical Overlay: Always processing every combat situation at a level equivalent to a multi-year strategic campaign. He always knows the optimal move twelve steps ahead.Nen Composition: His Nen takes the form of musical scores — complex layered constructs that activate over time. He seeds battles with them before they begin.Trickster Displacement: Appears where expected least — not a speed technique but a predictive inversion. He models where his opponent thinks he will be and goes somewhere else.Sound Absolute: Can produce silence — complete, targeted, sensory-level silence that removes not just sound but the psychological expectation of it.

Note: Auðun is dangerous precisely because he does not look like what he is. He is warm, occasionally funny, and appears to take nothing seriously. The other Secret Ten know better.

The Mars of the Warhammer world is a red industrial planet — the Forge World, a civilization that worships technology with religious devotion. Gordian arrived there a thousand years ago. The first century he simply watched. The second he began acquiring. The third he began consuming.

His avatar form — the Man of Gold — is the result of a millennium of direct integration with every metal, alloy, and exotic material he has encountered, studied, and absorbed into his own body. He is no longer primarily biological. He is a living liquid-metal composite, reshaping his body depending on what he has consumed.

His base materials are Iron, Steel, and Plasteel. His elevated materials include Adamantium (near-indestructible), Mithril (impossibly light and strong, from worlds where metallurgy crossed into magic), Cold Iron (specifically lethal to magical and demonic entities), and critically — Seastone in all its variants.

Seastone variants he has discovered and integrated: Standard Seastone (suppresses Devil Fruit), SeaBloodstone (suppresses Nen alongside Devil Fruits), Iron Seastone (maintains structural integrity under extreme haki pressure), Void Seastone (disrupts spatial-based abilities and Void Walker movement). He is still finding new variants. He is always finding new variants.

He is the architect behind every piece of Geoise technology. The Pacifista, the Seraphim, the Dragon Night weapons systems — all designed under his direction, all built from materials he sourced and tested himself.

— Combat Capabilities —Man of Gold Avatar: A liquid-metal humanoid of variable size (standard 8 meters, maximum recorded 40 meters). Spradin does not have a planetary base. He does not need one. His domain is the space between — the vacuum between planetary bodies within a solar system. He moves through it as naturally as breathing.

His Living Nebula form began as a Nen manifestation and has become genuinely structural. His body at rest is a dispersed cloud of ionized gas, stardust, and stellar fragments — purple, red, and yellow, bioluminescent, alive in ways that baffle biology. He can coalesce into a humanoid form for interactions, but maintaining it requires deliberate effort. He prefers to float.

He is the Geoise's interface with anything not from this world. Every alien entity the World Government has ever encountered, every non-human civilization, every incident involving something arriving from beyond the solar system's boundary — Spradin is the point of contact.

His personality is childlike — not simple, but childlike. Intensely curious, easily delighted, somewhat careless about collateral effects on nearby ships or populations, and genuinely unbothered by anything encountered across a thousand years of space exploration. Nothing has frightened him yet.

— Combat Capabilities —Living Nebula Avatar: Colossal gaseous entity covering vast areas. Passes through solid matter. Cannot be struck by conventional means.Star Matter Ejection: Launches condensed stellar fragments at extreme velocity — solid projectiles of near-stellar-temperature matter.Enveloping Cloud: Engulfs targets in ionized stellar gas — simultaneous heat damage, blinding, and disorientation. Targets inside cannot escape by conventional means.Alien Mind: Any being that establishes mental contact with Spradin encounters a cognitive structure so non-standard that the contact itself is traumatic — stunning or staggering the initiator.Starship Hazard: In nebula form, any vessel passing through his space sustains sensor blackout, shield erosion, and direct structural damage. Note: Spradin is the only Secret Elder the other nine describe as 'hard to get a read on.' Not because he is mysterious. Because his reference points after a thousand years of space travel make concepts like urgency, threat, and consequence map onto him in ways no one can predict.

Apachea Relotin is the only member of the Secret Ten not maintained by longevity science, serum, or mystic ritual. He does not require any of it. He is a Void Walker — one of the last of a race immortal by nature, not by construction.

The Void Walkers do not age. They do not succumb to disease. They cannot be killed by conventional means in conventional space. They are mortal only within the True Void — the actual interstitial space between dimensions — where the physics that normally protect them do not apply.

His domain is Apocalypse & Dimensions — he is responsible for events of world-ending scale. Not causing them, but governing them. When a world must end, it is because Apachea Relotin determined it was time. He has done this more than once.

He is also Monkey D. Luffy's ancestor. The Stellar bloodline — which every 800 years produces two individuals capable of partial Void Walking (a mother, then the child she carries) — runs through Apachea's bloodline. He allowed this. Void Walker genetic inheritance is not accidental. He seeded the line deliberately, for reasons he has not disclosed to IMU, the Secret Ten, or anyone.

The 800-year cycle means there have been Stellar-line descendants throughout the entire history of the Geoise. Most are dormant. Two at a time are active. The current activation is Luffy. Apachea has always known. He let the lineage run its course because he is playing something with a longer timeline than any of the other Secret Ten can perceive.

He is the one Secret Elder IMU approaches with caution. Not because he is a threat to her — he is not, or has not been — but because he is the only one whose thinking she cannot fully model. He has access to perspectives she does not. He has walked the True Void in ways even she has not.

IV. THE SEVEN PUBLIC ELDERS

The Seven Public Elders are, by the standards of the world's power structure, incomprehensibly powerful. They have lived for centuries. They command CP0, the Celestial Dragons, and the full apparatus of the World Government. They are the face of the Geoise — present at summits, signing decrees, issuing judgments.

They are also the mask. Behind them are the Secret Ten. Above them is IMU. The Public Elders know about the Ten and about IMU. They do not know everything the Ten know. They do not know everything IMU knows.

Each Public Elder is assigned to a celestial body within the solar system — symbolic and functional. Their domains map to the characteristics of their planet.

He is the one Public Elder the Secret Ten respect without reservation. He has been places. He has seen things. He does not exaggerate and he does not fear.

The Zobeltpyck name connects him to a bloodline long associated with physical supremacy and conditioning. Whether Phantom Troupe-adjacent lineage has any bearing on his specific capabilities is classified.

He is the quietest of the Public Elders in council but the one with the most consistent long-term impact. By the time anyone fights him directly, he has already won.

V. ORGANIZATIONAL PROTOCOLS

How Authority Flows

Authority in the Geoise structure does not flow down a single chain. It flows through layers, each with limited visibility of the layers above it. The Public Elders know the Secret Ten exist but do not have full access to their activities. The Celestial Dragons know the Public Elders are their superiors but do not know the Secret Ten are real. The Dragon Knights answer to the Secret Ten directly, bypassing the Public Elders entirely on classified operations.

The result: no single breach — no captured agent, no turned official, no leaked document — can expose the full structure. Each layer only knows what it needs to know to function.

Maximum Shadow Protocol

When a failure or exposure threatens Geoise operational security, the Maximum Shadow Protocol activates automatically. Certain thresholds trigger it:

Any public knowledge of the Secret Ten's existence.Any credible threat of the True Void being accessed by an uncontrolled party.The Stellar bloodline activation reaching the stage where the active inheritor becomes aware of their origin.Any Dragon Knight or Drake Knight going rogue with classified knowledge.Discovery of a Seastone variant by an external party before the Geoise can acquire it.

The 72 Kings

The Geoise rule 72 Kings — not the 20 Kings of the standard World Government narrative. The additional 52 are covert monarchs: rulers of nations, territories, or domains that do not officially exist in World Government records, whose loyalty is to the Geoise directly and whose territories serve as resource bases, staging grounds, and hidden infrastructure nodes.

The 72 Kings do not know about each other. Each believes they have a unique and private arrangement. If any single king is compromised, the network cannot be reverse-engineered from them alone.

The Geoise Tower Complex

The physical center of Geoise operations is the Tower Complex — a structure within Mariejois that officially does not exist. The LorBearers work here. The Seraphim program's central architecture is housed here. The most restricted archives in the world are held here.

Access below the third level requires Dragon Knight escort. Access below the seventh level requires Secret Ten authorization. Below the tenth level, only Apachea Relotin and IMU have ever gone. What is on those levels has never been recorded.

VI. LORE & HISTORYPre-Void Century

The Geoise structure predates the Void Century. The earliest records — held by Iasion Eldrath in his Eldrathian archive — suggest the first version of the organization was smaller, less formalized, and built around a single shared project: surviving what was coming.

What was coming was the Void Century. The early Geoise were the ones who managed the erasure of its history afterward. They did not hide the Void Century because it was shameful. They hid it because what it contained — the methods, the entities, the knowledge — was too operationally useful to share with a public that could not be trusted to not immediately weaponize it.

The Void Century

Apachea Relotin was alive for the Void Century. So was Iasion Eldrath, by most estimates. What they did during it is not in any record the other Secret Ten have access to. What is known: when the Void Century ended, the Geoise structure emerged with its current hierarchy, the 72 Kings were established, and the world was reorganized around the lie that the Celestial Dragons were at the top.

The Stellar bloodline's first activation occurred approximately 800 years after the Void Century's end. This timing is not a coincidence. Apachea seeded it to trigger at a specific point in a cycle he has been tracking. What the cycle is measuring, and what it is counting toward, is unknown.

The 800-Year Bloodline Clock

Every 800 years, two members of the Stellar bloodline activate: a mother, then the child she bears. The activation grants partial Void Walker capability — dimensional awareness, instinctive navigation of impossible situations, and a constitutive inability to accept a world as it is rather than as it should be. They are, in effect, seeds planted by Apachea Relotin.

Each generation of activation has produced someone who changed their world — though never in a way that exposed the Geoise or disrupted the structure. The current activation, Monkey D. Luffy, is different. Apachea knows why. He has not told anyone.

Origins of the Secret Ten

The Secret Ten did not all join the Geoise simultaneously. Apachea Relotin was the first — possibly the origin point around which the others organized. Iasion Eldrath came second. The rest assembled over the following five centuries as it became clear the structure required specific domain expertise at an absolute level.

Each reached the Geoise by a different path: Khosrow by conquest of the Tower Complex's original guardians, Sutekh by survival — the Geoise found him when he was the last thing alive on Arrakis, Ingumēraz by being the consequence that found the organization before it found him, AviCa by trade (he arrived with an artifact the Geoise had been searching for and simply named his price), Cernunnos by apathy toward everything except the Geoise's wilderness policy, Auðun by direct invitation from Iasion who recognized his tactical architecture in three separate wars, Gordian by purchasing his way in with technology the Geoise could not replicate, Spradin by accident (he followed a comet and discovered the Tower Complex), and Apachea because it was, from the beginning, in some sense his.
