The endless sea of sand stretched toward a jagged horizon, baking under a sun so fierce it felt like a physical weight pressing against the earth. Sayo stood alone atop the crest of a massive, burning dune, his black cloak snapping sharply in the dry, abrasive wind. Below, in the cooling shadows of the rock, Master Bunpuku's life-force was flickering like a dying flame in a dark room. Sayo could sense it with his refined perception a faint, rhythmic pulse that was reaching its natural end.

Sayo did not flinch. He tilted his head back, looking up at the monstrous Tailed Beast with a face so calm it seemed he was merely facing a formidable opponent rather than a force of nature.

"Master Bunpuku's time is at an end; this release is his final wish," Sayo said, his voice steady. "I am here to honor that promise. I will set you free, but you are not walking out of that shrine without accepting new terms."

"Terms?!" Shukaku barked a laugh that set a sandstorm howling for miles. "Hahaha! Why should I agree to any of your conditions? Once the old monk passes, the seal will fail anyway. I can break out on my own, it just takes a bit longer! A puny runt like you dares to bargain with the One-Tails? You might have the Magnet Release, but don't think you are the master of this desert!"

The beast remembered this human. As a child, Sayo had fearlessly chatted with it through the bars of Bunpuku's soul. But a Tailed Beast's pride would never allow it to bow to a human's demands.

Sayo ignored the taunt and slowly raised his right hand, palm open toward the sky. "I'm not asking for your permission, Shukaku. I am stating the requirements for your future."

An invisible, high-frequency force exploded outward with Sayo at its center. The entire sea of sand convulsed. It wasn't the chaotic boiling caused by Shukaku's rage; it was a rhythmic, organized pressure, as if the desert were being crushed by a titan's palm. Shukaku's huge eyes narrowed, his violent chakra surging and crackling as he weighed the struggle. Sayo's body, nurtured by years of Natural Energy, radiated a frequency that could actually damage the beast's essence.

The desert lapsed into a heavy, suffocating silence. Only the wind whistled through the jagged iron spikes. At length, Shukaku let out a low, vibrating grunt. His massive tail slammed the sand in a gesture of reluctant surrender. "…Hmph! Cunning humans! Always twisting the laws of the world! Speak your conditions!"

Knowing the beast had yielded, Sayo dispersed the iron sand cloud with a flick of his wrist. "Three clauses!"

"First: Border Protection. You will guard the borders of the Land of Wind. Your range is limited to the desert within our country. You will not attack our villages or harm our citizens. However, if foreign enemies invade from the desert, you must repel them or alert the village."

"Second: Environmental Balance. No random sandstorms. You may shift the dunes on a small scale, but you will never raise ruinous storms that destroy our trade routes, our oases, or our fields. This is non-negotiable."

"Third: The Summons of War. Answer the call when the village is in crisis. If Sunagakure faces total destruction or the Land of Wind suffers a massive invasion, you must respond to my personal summons and fight. No hesitation. No delay."

With each clause, Shukaku's face grew darker, though the pressure from Sayo's magnetic field kept his anger in check.

"In return," Sayo continued, his tone softening. "Sunagakure will recognize you as the Guardian Beast of the realm, not a weapon. As long as you maintain the agreement, we will see you as an ally. We will not disturb your rest. This vast desert will be your true home, not a prison cell. And should outsiders—those who hunt your kind—target you, the village will stand behind you with all its might."

Shukaku's eyes rolled, his ancient mind weighing the variables. Freedom, even a limited version plus the backing of a powerful village to keep hunters away? It was a better deal than anything the monks had ever offered.

"…Hmph! Sweet words for a watchdog!" the raccoon dog muttered, his tone finally losing its jagged edge. "…Fine! I agree! Hurry up and let that old monk finish his work!"

"Words alone are worthless," Sayo said. His hands flashed through a final, intricate sequence of seals, archaic symbols that blended the sealing knowledge he'd learned from Bunpuku with his own grasp of Natural Energy. "We seal it with a binding pact. Break it, and the very sands of this sea will turn against you."

A complex array of chakra, laced with a faint, shimmering white light, blazed into existence between them. The three clauses became glowing runes within the geometric pattern. The light split, one half branding Sayo's forehead for a brief second before vanishing, the other striking Shukaku's chest.

The pact was sealed.

Feeling the binding force and Sayo's unfathomable strength, Shukaku's last sliver of rebellion faded. He snorted in final acceptance, his massive form feeling the weight of the new laws.

Sayo lowered his hands and gave a slow, respectful nod. "Remember your promise, Shukaku. I go now to see Master Bunpuku one last time. After that… the desert is yours."

Without a second glance at the titanic beast, Sayo turned and walked into the dim entrance of the shrine.

Shukaku watched Sayo vanish into the stone shadows, then turned his gaze toward the boundless dunes. A complex storm of emotion flickered in his yellow eyes. He let out a low, resonant rumble that shook the sand for miles, and then his colossal body slowly sank into the desert floor, awaiting the moment when the final seal would be removed and his true freedom would begin.

The desert lapsed back into its ancient silence, as though the world had not just been changed. Yet, beneath the sun and sand, a vital covenant for the Land of Wind's future had been quietly forged, the first cornerstone of Sayo's new world.
