I went ahead to check some of the past scenarios where we might have come into contact with survivors in the rifts.
This was already pretty rare to begin with but from the instances that I could find recorded, it seems like more often than not, the first contact with people from other worlds are quite hostile.
Partly because after years of fighting Anomalies, the people from other worlds would treat us like one of the Anomalies instead of people who have crossed over and were offering a potential way out of their situation.
About nine times out of ten would result in us coming into conflict with the people from other worlds.
It seems like this was something that most of the public didn't know about. Apparently they believe if the public knew about this, there would be people who would insist to try and save those people no matter the cost and then end up putting everyone else in danger instead.
Well… I know of people like that so I'm not too surprised by this decision.
