The beasts of the Eastern Dunes were an organized horde under the solar wyrm's command, and they were the ones who had attacked Senkhet. The mutual agreement was that... Senkhet and the beasts of the Eastern Dunes, as they'd been named, would be allies. They wouldn't attack each other, and they would protect each other.
