In the dimly lit corridor behind the kitchen, Leo had previously, aggressively taken out his smartphone and secretly sent Reimu Hakurei a highly classified message... Half an hour later, a dark deal had been struck.

I originally just desperately wanted to hire the greedy Reimu to violently help me deal with you, but I unexpectedly, tragically learned all about the Hakurei Shrine's current, bankrupt financial situation from Suika. Then I simply, happily agreed to a few highly beneficial administrative conditions, and Reimu gladly gave me this glowing thing as payment! And she said it's a completely improved, unblockable version!"
Leo's initial, desperate idea was strictly to hire Reimu to physically capture and violently tie up Yukari Yakumo for a few days to forcibly create some romantic alone time for him and Ran. But as they eagerly talked business on their phones, he suddenly learned about Eirin Yagokoro's strict, bureaucratic notice regarding the forced religious and cultural reform in Gensokyo.

"Lie down completely obediently and let me stick this Ofuda on you. Behave like a good girl, and I'll graciously let you go in a couple of quiet days. Otherwise, heh heh heh."
This specific, terrifying Ofuda would magically take effect the absolute exact millisecond it was applied to the target, and the other party absolutely couldn't physically tear it off themselves. Moreover, it was a durable, reusable artifact! Leo originally wanted to maliciously tie it high up in Yukari Yakumo's blonde hair like Rumia, but he was terrified the crazy woman would just instantly, violently cut her own hair off to escape. Sticking it loosely on her clothes meant she could just easily take them off.

"Are you completely done talking your internal, Chuunibyou monologue? This new, childish version of you is quite novel, 'Sumi Yakumo' even! You're completely on the wrong anime set, aren't you?!" Leo laughed out loud.
The preceding, mocking words were spoken directly for Leo's amusement, but the last, dramatic part Yukari Yakumo angrily said loudly in her heart. To actually dare to maliciously turn her into a powerless child, this massive grudge, she would absolutely remember for centuries!
Leo chuckled loudly, aggressively pinching Yukari Yakumo's suddenly slightly chubby, incredibly soft baby-like cheeks, in an incredibly, absolutely fantastic mood. Seeing her glare exactly as if she violently wanted to bite his throat out to death, he even mockingly offered his bare arm closer to her mouth. The once legendary, untouchable Sage of Youkai was now literally just an ordinary, weak little girl; even the idiot fairy Cirno could easily, physically flick her forehead a few times and win a fight!
"Listen to me carefully, you brute! From now on in public, I'm 'Sumi Yakumo', Ran's newly acquired, innocent Shikigami! If you ever let my true identity slip outside to the others, I absolutely won't ever forgive you, even as a vengeful ghost!"
The tiny Yukari Yakumo fiercely, violently kicked Leo's shin with her small boot, but Leo was perfectly fine, while she was suddenly so physically pained by the impact that little, pathetic tears were actually about to fall from her eyes.
