While someone can have a high-tiered beast, it doesn't affect their mana core, well, kind of. To use skills directly tied to their contracted creature, they must expand their mana core's capacity, which gives humans their rank, and it maximizes at whatever rank their given creature is.
To gain those skills, you must go to the high priestess of your designated sovereign for your beast.
