That particular Descent Mission had brought A2's squad and Anemone's Resistance unit together as allies, but both teams suffered devastating blows during a later assault.
After that assault, Anemone was the sole survivor of the Resistance unit, and A2 was the only one from the YoRHa squad to successfully survive. The two were completely separated during the battle and had not met since.
Anemone was incredibly surprised now because she never expected there would come a day when she would see A2 again. But what surprised her even more was that A2 had actually come here with 2B.

As for the two white-haired male Androids, although they both had white hair, they didn't look like YoRHa Units. The YoRHa Unit didn't have male Androids of that build; furthermore, YoRHa combat Androids were all female models, with no male models.

"What do I think? What am I supposed to think?" Xia Yu spread his hands and complained, "I can't communicate with her if you don't install a language plugin for her. Oh, and tell her who I am; it'll make communicating easier later."
"Understood."
A moment later, Anemone switched the language she usually used. After 2B finished explaining things to her, she didn't idle; she immediately went with 9S to install language plugins for the other Resistance comrades, while also informing them of Xia Yu's status as a human.
