The sun rose over the Whirlpool Sea on the first day of the fifth month of the Sovereign Calendar. For 150 days, the island of Uzushio had been a symphony of clashing hammers, grinding stone, and the rhythmic chanting of labor crews. The scars of the 3 nation invasion were now buried under fresh obsidian pavement and the white-stone foundations of a new world.

Rimon stood on the highest spire of the Research Tower. Below him, the "Academy District"—a sprawling three-tiered complex—glistened in the morning dew. It had taken five months of back-breaking work. Every stone had been carried by hand; every seal had been etched by the tired fingers of the Elders and the Straw Hat's apprentices.

Today was the payoff.

The Great Migration: The Morning of the Fifth Month

The central boulevard was no longer a dirt path; it was a broad, tree-lined avenue. At 7:00 AM, the gates of the residential districts opened, and a flood of life poured toward the Academy.

The Nursery & Primary School (Ages 3-10):

The most emotional scene unfolded at the gates of the "Foundation Wing." Hyuga and Kana walked with Yahiko, who was now 2 years and 9 months old. He wore a small, sturdy backpack and a bright orange tunic. He wasn't crying; he was marching, his chest puffed out as he looked at the other children.

"I'm going to learn how to draw the sun!" Yahiko declared to Konan, who was 2 years and 5 months old.

Konan, held by Shiori, looked at the massive school building with wide, observant eyes. She clutched a small satchel of blue paper. Even at two, her spatial awareness was so high that she walked with a grace that made the older children pause.

Nearby, Ise and Fuso walked with Nagato (2 years and 2 months old). Nagato's red hair was bright against his pale skin. He stayed quiet, clutching his father's hand, but his eyes—already reflecting a deep, latent power—were fixed on the "Sovereign Flag" flying above the school.

The College & University (Ages 11-20):

Further down the boulevard, the atmosphere was more serious. Kushina (13) and Emi (12) walked together. They weren't just students; they were the "Golden Generation." Kushina carried a stack of advanced sealing theory books, her red hair a vibrant banner in the crowd.

"No more training in the dirt, Emi," Kushina grinned, bumping shoulders with her friend. "We get actual desks today."

Behind them walked the older teens—refugees from the Stone, Mist, and Rain. Some were nineteen, nearly men, who had spent their lives as "nameless" laborers or child soldiers. They looked at the University of Sovereignty—a building of glass and obsidian—with a mixture of fear and reverence. For the first time in their lives, someone was asking them to pick up a pen instead of a kunai.

A Tapestry of Parents

The plaza in front of the Academy was a tear-filled, joyous crossroads.

A former Stone shinobi named Goro, whose hands were missing two fingers from the war, knelt to straighten his son's collar. Beside him stood an Uzumaki Elder, who reached out and patted the man's shoulder.

"He has a good seat in the front row, Goro-san," the Elder said warmly. "My grandson is sitting right next to him."

The Stone shinobi nodded, his voice thick. "In Iwa, he would be in a trench by twelve. Here... he's learning math. Thank the Patriarch. Thank the Law."

The scene was repeated a thousand times. The "enemy" was gone. There were only parents, united by the singular, terrifying hope that their children would live longer than they did.

The Faculty: The Pillars of Knowledge

As the silver bell tolled, the students filed into their respective wings. The "Teachers" stood at the podiums—a collection of minds that the Great Nations would have executed for heresy.

* In the University: Elder Kenshin stood before the combat-theory class. He wasn't teaching them how to kill; he was teaching "The Physics of the Blade." Beside him, Saki prepared a lecture on "Macro-Economics and Energy-Backed Currency."

* In the College: Tesser and Dako stood before a wall of blueprints. They were teaching the 15-year-olds how to calculate the structural integrity of a sea-wall using Earth-release equations.

* In the Primary Wing: Young Mito (8) stood as a student-leader. She was the "Big Sister" of the medical wing, showing the seven-year-olds how to identify healing herbs by scent. Her potential was [SSR], and her mind was already absorbing the complex pathology notes Chopper had left behind.

The Watchmen of the Peace

While the classrooms filled, the Uzushio Police Patrol moved through the city. Arashi and Takeru led the units. They wore white uniforms with red trim, their swords sheathed and bound.

They weren't looking for rebels; they were helping a mother find her toddler's lost shoe, or directing a merchant's cart away from the school zones to keep the noise down.

"The city feels... different today, doesn't it?" Takeru asked, his hand resting on the hilt of his sword.

"It feels like it's breathing," Arashi replied. "For four months, we were just a construction site. Today, we're a village."

The Sovereignty Broadcast

At exactly 9:00 AM, the Casting/Projection System flickered to life. Massive stone screens in every classroom and every town square shimmered with blue light. Rimon's image appeared, standing in the heart of the Research Tower.

"Citizens of Uzushio," Rimon's voice was calm, yet it carried the weight of a Sovereign. "Look around you. Five months ago, this island was a graveyard. Today, it is a cradle. We have been told for centuries that our blood determines our worth. The Great Nations say a refugee is a burden and a shinobi is a tool. They are wrong."

Rimon leaned forward, his eyes locking with the thousands of children watching him.

"You are the first generation in history to go to school because it is your right, not because your village needs a weapon. To the students: Your job is to be curious. To the parents: Your job is to be proud. To the world: Our gates are open for trade, but our minds are closed to your wars."

"Year 1, Month 5, Day 1. The first term has begun. Welcome to the future."

The broadcast ended, and a roar of applause erupted from the University, followed by the high-pitched cheers of the Primary School.
