The Monitoring Division's senior officer had noted this in the scheduling correspondence and had been reassured, by the Enforcement Division's response, that the Arbiter's familiarity with the regional file history made his participation appropriate. The Monitoring Division's senior officer had accepted this and had said nothing further, which was the response of someone who had decided not to push on a point that was probably nothing and might be something and was not their problem either way.

Jiang Wenli and Zhou Qianfan met at the provincial transit station in the Eastern provincial capital on the assessment's first morning. They had exchanged three letters in the coordination period, covering logistics, instrument protocols, and the assessment methodology. The letters had been formal, precise, and collegial in the specific way that correspondence between different divisions of the same institution was collegial: professionally respectful, focused on the shared task, not exceeding the scope of what the task required.

In person, on the platform of the provincial transit station with the eleventh month's cool morning around them, Jiang Wenli looked at Zhou Qianfan and said: "You requested yourself for this assessment."

He said: "I know the file."

She said: "You also know the region."

"Yes."

She looked at him for a moment with the twenty-two-year Monitoring Division practitioner's assessment quality — the quality that read practitioners the way she read field reports, for the pattern beneath the surface observation. She said: "You have been to Tidal Shore recently."

"The senior review in Year Two's third month."

"And before that."

He met her assessment with the quality he brought to practitioners who were paying close attention: full presence, no deflection. He said: "Yes. Before the senior review as well."

She considered this. She said: "The Tidal Shore file has been cold for forty-nine years with two prior periods of active investigation. You went there outside of a formal review."

"I did."

She said: "Why."

He said: "Because I had a reason that fell outside the review protocol's scope. I went to read the ambient field at the source rather than at review range. The review protocol specifies minimum distances. What I wanted to read required closer approach."

She processed this. She said: "What did you find."

He said: "What the field reports describe. What your category summary describes. What the concurrent assessment will, I expect, confirm."

She was quiet for a moment. The transit station's morning activity continued around them — practitioners and ordinary travelers with their bags and their destinations, the provincial capital's ordinary rhythm indifferent to the conversation on the platform.

She said: "You have been attending to this for longer than the review process."

"Yes."

"And the cold designation."

"The cold designation is accurate within the Enforcement instrumentation's parameters. The Enforcement instrumentation does not find what is present. The designation reflects the instrumentation's findings accurately."

She said: "You are telling me the gap is confirmed before we conduct the assessment."

He said: "I am telling you what I have observed. The assessment will produce its own findings. The findings will be what they are."

She looked at him for another moment. Then she said: "All right. Let us conduct the assessment."

They worked well together, which neither of them had been certain of in advance. Twenty-two years in the Monitoring Division and a hundred and eighty years in Enforcement produced different habits of attention — the Monitoring Division's pattern-reading across wide geographic ranges and the Enforcement Division's precise cultivation-signature analysis at specific targets — and different habits of attention sometimes produced friction in the field. What it did not register was everything else.

The Monitoring instrument, at twelve li with Jiang Wenli's full eighteen-year calibration, read a quality that made her stop writing and simply attend for several minutes before returning to the assessment log. She had been in the field for twenty-two years. She had read ambient fields across the full range of the Eastern and coastal provinces. She had read cultivation sites and junction points and ordinary residential areas and remote wilderness and the specific quality each of those locations produced in the ambient field at various distances and conditions. She had not, in twenty-two years, read a field with the quality she was reading at twelve li from Tidal Shore.

The report was both their names, both instruments' findings, the divergence documented at each range, and a conclusion that they negotiated over most of the second day.

The negotiation was not contentious. They agreed on the facts: the instruments had produced divergent readings, the divergence was real and consistent across three days and three ranges, the Enforcement instrument's cold designation was accurate within its parameters, the Monitoring instrument's non-standard quality reading was accurate within its parameters. The negotiation was about how to characterize the divergence in the conclusion — what the divergence meant, what the report should recommend, how to frame a genuine gap in institutional language that was adequate to the gap without exceeding what the assessment data supported.

Jiang Wenli said: "The conclusion should say: the concurrent assessment has confirmed a genuine divergence between the two instrument sets. The divergence is not a data quality problem. It is consistent with a field property below the Enforcement instrumentation's detection range that the Monitoring instrumentation can partially characterize."

Zhou Qianfan said: "Partially characterize is accurate. The Monitoring instrument describes the property's quality but not its origin or its cultivation framework classification. We do not have enough to classify it."

"We do not need to classify it in the assessment report. The classification is the next step. The assessment report establishes that there is something to classify."

The characterization establishes what the property is. The routing depends on what the characterization finds."

She looked at him. She had been doing the twenty-two-year pattern-reading quality on him across two and a half days and had developed, across those days, an assessment she had not had at the transit station. She said: "You have thought about this more than the assessment period suggests."

He said: "The file is forty-nine years old. I have read it many times."

She looked at him for another moment. She said: "The cold designation stands."

"The cold designation stands. The Enforcement instrument found no anomalous cultivation signature. That is what the cold designation requires. The concurrent assessment has confirmed the gap but not changed the finding that determines the designation."

She said: "You are very precise about what the designation requires."

"I have been precise about what the designation requires since I submitted the senior review in Year Two's third month. The precision is in the file."

She looked at the assessment data in front of them, then at the assessment report's draft conclusion, then at him. She said: "All right. The conclusion as proposed. The cold designation stands. Monitoring Division investigation recommended at closer range to characterize the ambient property. Routing to Enforcement if characterization produces cultivation connection."

"Yes."

She wrote the conclusion. He reviewed it. Both signed it.

The joint assessment report went through the inter-division channel to both divisions' senior officers on the second day's evening. He Qingling received Zhou Qianfan's letter about the assessment results in the twelfth month's first week. She read it in the observation study at the pre-dawn hour, with the Year Two's final month quality in the ambient field around her and the observation log at entry two hundred and ninety-three.

She read the letter carefully. The concurrent assessment had confirmed the divergence. The Enforcement cold designation stood. The Monitoring Division had been recommended to conduct closer-range characterization of the ambient property. The two-division gap was now a two-division report.

She put the pen down. The pre-dawn ambient field had the Year Two closing quality — two years and ten months of the voice attending in this room, the depth that He Qingling's first entry had called present and measurable and that entry two hundred and ninety-three could only call deeper than the instruments designed to measure it. The observation log itself had been changed by two years and ten months of writing in the voice's presence. She had noted this in entry two hundred and seventy-four. It remained true at entry two hundred and ninety-three.

She thought about Jiang Wenli at twelve li, pausing the writing, attending for several minutes before returning to describe what she had found as a field property — something the field itself had become. Not a cultivation source's emission. The field's own character, changed. Twenty-two years of ambient field reading and she had not read this before and she had described it accurately with the nearest available language and the language had not been adequate.

She thought: the language will develop. It develops the way it always develops — from the practice of trying to describe the thing and finding the language insufficient and trying again with more precision. Two years and ten months of the observation log was two years and ten months of trying to describe the thing with more precision than the previous entry had achieved. Entry two hundred and ninety-three was more precise than entry one. Entry three hundred will be more precise than entry two hundred and ninety-three. The language follows the depth.

She thought: good. The depth advances. The language follows. The institutional characterization trails. The network's account leads. The gap is the condition of the work. The work continues into Year Three.

She looked at the observation log's last entry — two hundred and ninety-three, Year Two close, the gap documented on both sides — and thought about what Year Three would bring to the founding circle and the correspondence and the file and the field and the depth and all the practitioners who had found the voice in their instruments and were still writing about it, each from their position, one entry at a time.

She thought: I do not know what Year Three will bring. I have not known what any year would bring before it arrived. The not-knowing is the condition. The writing is the response to the not-knowing.

She closed the observation log. She went to make tea. Year Two was done. Year Three was the morning.
