Chapter 40 - Sovereign Economy

November 20, 2008.

The transition from a state of total war to a state of total governance was, in many ways, more exhausting than the crash itself.

In the weeks following the summit with Don Alfonso Sy, the Guan family had achieved something few thought possible: they had become the one of the invisible centers of gravity for the Philippine economy.

But inside the Ortigas penthouse, the morning light filtered through the glass walls not onto a frantic huddle of traders, but onto a scene of deliberate, artificial normalcy.

Arthur Guan stood by the window, buttoning his silk barong. He looked older, his hair peppered with a few more strands of grey, but he moved with the effortless confidence of a man who owned the iron, the energy, and the roads.

Beside him, Leo was reviewing a series of operational reports on a Vanguard Sovereign prototype.

"The hierarchy is stabilizing, Xavi" Leo said, his voice quiet so as not to disturb Mei-Mei, who was currently trying to teach her LEGO dragon how to drink through a straw.

"Arthur is officially the Chairman of the Guan-Vanguard Group. I'm handling the day-to-day at Axiom and the Manila capital desk. Vee is managing the bank's treasury, and Elena has our network projects. We've successfully moved the veterans from the earliest Axiom pods into senior management. They don't need us to hold their hands anymore."

Arthur nodded, looking at Xavier. "And the factory boys, A-Ba. I've promoted Bert to be the Chief of Operations at the Manila Steel Mill. He was just a foreman two years ago, but he knows the men. He knows how to keep the furnace hot. The original Guan-Tech staff... I have also placed them in key positions. They're loyal to the us, not just the paycheck."

Xavier sat at the dining table, a half-finished bowl of cereal in front of him. He was wearing his school uniform—the white polo and navy shorts of Saint Augustine Academy.

"Good" Xavier said, his voice small but the authority behind it absolute.

"We need layers, Pa. If the giants come looking, they should only find a professional board of directors and a very successful industrialist. The more you and Leo carry the weight, the safer the foundation becomes."

Clara walked into the room, carrying a fresh tray of fruit. She looked at Xavier, her eyes lingering on his uniform.

"You promised, Xavi. Three days a week of being a boy. No servers, no shorts, less business. Just study and have fun" she said, her smile tinged with a mother's stubborn hope.

Xavier looked at his mother. He saw the genuine relief in her face.

"I'll be at my desk by 8:00 AM, Ma" Xavier promised. "I hear there's a very important spelling bee coming up"

Mei-Mei let out a squeal of protest. "But Kuya! You can't go! My friends are coming over for my Dragon Potion party! Sophia and the other girls from school are bringing their stickers!"

"I'll be back for dinner, Mei" Xavier said, kneeling down to her level.

"And I'll bring you a new set of stickers"

Mei-Mei pouted, but the promise of stickers was enough. "Okay. But Ma says we're moving again soon. I'm confused, Kuya. Is this hotel our house? Or is the Cavite house our house? My friends want to know where to send invitations."

Arthur and Clara exchanged a look. This was the issue they hadn't yet solved.

The penthouse was a great, but it wasn't a home. The Cavite house was too small for the dynasty they had become.

"We're building a real house, Mei" Arthur said, picking up his daughter.

"A big one. With a garden and rooms for every potion you can dream of"

While Xavier was studying at Saint Augustine, the first segments of the Guan Manor were being poured in General Trias.

Located on a hundred-hectare plot adjacent to the Reyes land, the estate was designed to be a physical manifestation of the family's dual nature.

The architecture was a fusion of traditional Fil-Chinese values and futuristic tech.

Engineer Alvin, a construction firm, and a team of specialized Feng Shui consultants from Singapore were overseeing the site.

"The water feature must flow toward the center of the house to retain the wealth" the consultant explained, pointing to a series of artificial streams that would serve as the cooling system for the house's private server basement.

"And the walls?" Arthur asked during a site visit later that day.

"The walls are three feet thick, Mr. Guan" Alvin reported

This was a place where the family could live, work, and grow, shielded from the eyes of the world and the hands of their enemies.

During recess, Xavier sat at his usual corner table in the cafeteria.

Aris Mendoza was there, but he wasn't carrying a notebook anymore.

He was carrying a Vanguard Sovereign prototype, his fingers moving with a speed that suggested he'd been spending his nights in the coding pods.

"The Junior Guardian network has hit five hundred members, Xavi"

Aris whispered, leaning in. "We've recruited the top students from ten different schools in the district. They're not just watching the computer shops anymore. They're using the Vanguard Messenger app to report on local price hikes and municipal roadworks.

Xavier nodded, his eyes scanning the playground. "Data is the only currency that doesn't devalue. I want you to start a Coding Club. Vanguard will provide the laptops and the server time"

"A club? My Ma will be happy" Aris said, a rare smile touching his face. "She thinks I'm just playing games."

---------------

After school, Xavier didn't go to the penthouse. He went to the training grounds on the Reyes land.

Colonel Bautista was waiting for him, standing in front of a row of twenty men who were currently undergoing a high-speed driving simulation.

"The trainees are nearing maturity, Mr. Guan" Bautista said, offering a crisp salute.

"Mark has proven to be an exceptional tactical student. He has the intuition of a street fighter, but I have disciplined him well"

Mark stepped forward, his face caked in sweat. "Sir, we've successfully secured the VNE Segment 2 pylon sites"

Xavier looked at the Guardians. They were no longer the tambays he had recruited a year ago. They were a private security force.

"Good" Xavier said. "Colonel, I want you to start preparing for more urban trainings. By 2010, the Manila Steel Mill and the Laguna Fab will need more than just perimeter fences"

---------------

Late that night, after Mei-Mei's "Potion Party" had ended and the penthouse was quiet, Xavier sat in the darkened Study Den.

He pulled out the 2031 phone and placed it on the mahogany desk.

"Echo into the void" Xavier whispered.

The holographic projection bloomed, illuminating the room in a pale, electric blue.

"Abyss, current status of the 2008-2009 window."

"What is the next great opportunity?" Xavier asked.

"We already have the Sovereign OS" Xavier noted.

[CORRECT. BUT TO SCALE, YOU REQUIRE THE LITHIUM. THE GLOBAL DEMAND FOR LITHIUM-ION BATTERIES WILL INCREASE 1,200% BY 2012.]

Xavier's eyes narrowed. "Mining. But not in the Philippines. The political cost is too high."

"We have the cash" Xavier said. "Leo!"

Leo walked into the room "Yes, Xavi?"

"We're moving into energy storage" Xavier said. "Move the shells to start looking at South American mining debt"

---------------

Xavier walked to Mei-Mei's room before going to bed.

He found her asleep, her head resting on a Magic Book. The screen showed a drawing she'd made earlier—a giant house with a rainbow roof, surrounded by dragons and hundreds of tiny stick figures.

"That's our house, Kuya" she murmured, her eyes half-open as she felt him tucking the blanket around her.

"I told my friends they can all come live there. Because we are nice"

Xavier smiled, kissing her forehead. "They can visit, Mei. As long as they bring stickers"

"I have enough stickers" she whispered, her voice fading back into sleep. "and I have you"

Xavier stood in the doorway, looking at his sister.

He realized then that his mother's request wasn't just about childhood. It was about balance.

The business was getting larger, the stakes were getting higher, but as long as he had family, everything will come into place.
