That one landed squarely, and Angel Yan was thoroughly stunned.

The worst part was that she had no grounds to argue back. It was simply true.

Especially now that she'd taken on the position of Angel Queen—she had no capacity to be thinking about anything like that.

She smoothed the golden strands falling across her forehead, coughed twice, and changed the subject.

"A civilization's development takes time. Earth's civilization is in the middle of a fundamental transformation right now. He doesn't need to do very much—after all, his existence is different from ours in angel civilization. He stands apart from civilization and yet is woven within it at the same time."

Bai Xuan's existence was unlike angel civilization's. Though human by nature, he had been granted the authority of a god—his strength transcended everyone around him.

With abilities like his, Bai Xuan could easily reshape Earth's civilization into whatever form he desired. A unified human civilization. A civilization that encompassed all things. But any such civilization would be a product built on Bai Xuan alone.

If Bai Xuan disappeared, it would collapse in an instant.

And it was clear Bai Xuan had no interest in doing that.

He didn't want to single-handedly create a civilization. He wanted civilization itself to grow stronger on its own terms.

Gods had never been a necessity for humanity. Humans didn't need to rely on divine power to survive—they could build their own good lives through their own efforts. Bai Xuan had always believed this.

He maintained a clear distinction between the role of human and the role of god. He would proactively encourage civilizational development—but never participate in it as a god. Everything was left to humanity itself.

Hearing Angel Yan's words, Yan nodded in agreement.

"White Emperor's civilization is genuinely different from angel civilization. The most obvious thing is how narrow their perspective is—always fixated on their own small patch of ground."

"Such a tiny planet—and yet over two hundred different nations on it."

"It's not just the voices from outside humanity that aren't unified. The voices within the human species itself haven't come together either."

"That's the inevitable consequence of technological backwardness keeping their perspective confined within the planet. Without interstellar travel, without the technology for it, this is simply where they are."

Angel Yan gave a soft laugh and said:

"You have to understand them too, Yan."

"Earth's civilization is still in the pre-nuclear era, practically speaking. Many people's thinking is complicated—everyone has a different voice, and the vast majority feel no yearning for the vast starscape or the different civilizations moving through the cosmos."

"Life constrains them. The stars are too distant. Busy daily existence is what drives them."

"Even in this unprecedented era they're experiencing, many people's minds are still anchored in the past."

"Even angel civilization, under Queen Kesha and the Heaven-Based King's leadership, took over twenty thousand years of development to reach the top of the universe."

Yan nodded thoughtfully.

In others' eyes, the speed at which Bai Xuan was driving civilizational growth seemed rapid—Devil Fruits, Five-Element Armor, magic cards, transformation devices, divine egg projectiles…

These things strengthened individuals within the civilization—but they also widened the gap between the strong and the weak.

Perhaps slower would be better.

But was this pace genuinely fast?

Not really.

From Angel Yan's perspective, this speed was already quite slow. If Bai Xuan wanted to, he could concentrate all of these things in the hands of a small number of people, give them strength that transcended everyone else, and end the era trivially.

But that approach would inevitably slow civilizational progress to a crawl.

Peace made people complacent. It killed the drive to improve. It made people crave comfort and resist change.

The opposition between humanity and mutant creatures, the mutual threat each posed to the other, the wariness about what the future might hold—these were precisely the things that pushed a civilization's strength forward most effectively.

Spiritual qi was impartial. It favored only those with aptitude—it didn't care about race or status. What Bai Xuan created was nothing more than giving everyone an opportunity. A chance to change their fate.

Some became stronger because of his creations—that was fate. Some transformed from ordinary people into something more because of them—that too was fate.

"Developing a civilization is genuinely not simple. Especially one where everyone inside the same planet has different ideas and different agendas."

Yan said.

"It is. But every chief god has walked this road. Even Queen Kesha herself, in those long years of struggle, earned the love and trust of every female angel before finally becoming queen."

"After the Morph War, the Heaven-Based King and the Enlightenment King willingly ceded their authority, and Queen Kesha was officially recognized as Holy Kesha."

Angel Yan said it with feeling. Why did angels place such absolute faith and dependence in Queen Kesha? Because Queen Kesha had every right to be trusted.

"But if there were no Queen Kesha and no master—would angel civilization have grown into what it is today?"

Yan looked at Angel Yan and asked.

"Why do you ask?"

Angel Yan raised an eyebrow. Hypotheticals like this had no real meaning—neither Queen Kesha nor the Heaven-Based King were going to vanish from history because of a question.

"I've discussed civilizational topics with White Emperor."

"He said that in the known universe of the Overman cosmos, the only single-gender civilization to have developed into the strongest civilization is angel civilization."

"But the known universe can almost certainly never produce a second angel civilization."

"In fact, among all the civilizations we know of, single-gender civilizations that have successfully risen are nearly nonexistent."

"Only angel civilization. Uniquely, only angel civilization."

Angels were proud—not only because of their strength and technology, but because angel civilization was the only single-gender civilization in the known universe that had grown to be something every other civilization feared and respected.

"So—Bai Xuan saying this made you uncertain?"

"You're thinking about whether this model is truly suited to angel civilization's future development?"

Angel Yan looked at Yan with genuine interest. This girl really had grown somewhat during her time with Bai Xuan—she was already contemplating angel civilization's future.

"White Emperor said that the reason angel civilization has grown to where it is today is directly tied to Queen Kesha and the master."

"Queen Kesha's leadership ability and combat strength ensured angel civilization feared no other civilization and could suppress any that dared to challenge it. The master, meanwhile, used her intellect to advance angel civilization's technological capabilities, enabling it to rise rapidly."

"I don't doubt Queen Kesha and the master's contributions to angel civilization for a moment. I even believe that without the Queen and the master, angel civilization would never have achieved its current standing. Perhaps with the Styx River civilization's assistance we might still have overthrown Huaye's Celestial Order—but the gap between that and what angel civilization is today would be enormous."

A thread of uncertainty ran through Yan's eyes as she spoke.
